It's all about money.
The decision not to charge him in court because he is bankrupt.
If the AGC proceed to charge him..... their legal aid bureau have to provide lawyer for him...... and if kenna fine there's no money to collect from him.

Only the victim suffered in this case and by administering a warning to the culprit...... they are leaving the way for the victim to proceed with a "sure-win" civil suit to claim for damages.

I pity the victim here though...... got sure win case but no way to collect any money...... in life sometimes it is best to let things go and adopt a "live and let live" attitude.

The police only protect the elites. The boy who threw temper in front of the MP got almost jailed. If this car owner belongs to PAP or the elites, I am sure the culprit would be dealt with seriously. Too bad for the car owner that he in not in the elitist club.
