Can Pastor live in the church but rent out HDB flat ?

I know of a Pastor who built a church from scratch. He used to live in a HDB flat, and when the new building of the church was completed, he built another annex building side by side the church and moved his family inside. Meanwhile, he rented out this HDB flat.

Does that contravene any corporate governance ? The church is located in Pasir Ris.

Living in quarters provided by employer
