【星島日報報道】金鐘一帶今晨的環境大致平靜,警方加派人員維持秩序,多條主要道路已經重新開通,現場不時有警車駛經。不過,屬政府總部出入口的添華道及添美道,行車路及行人路均仍然封鎖,並有大批警員在出入口看守。
金鐘通往政總及立法會的行人天橋及行人路均設置警察防線,需查看證件始放行通過。
至於昨日被示威者佔領的夏道,現時路面已車來車往,但兩旁仍有不少垃圾堆積。而添馬公園亦已重新開放。
昨日示威者留下不少垃圾,清潔工人亦加緊清理,同時亦有多名市民協助清理,部份更走進行車路的兩旁清理。

警方昨午在夏愨道開槍驅趕示威者,示威者不斷往中環方向後退,期間多名記者在天橋上拍攝,當警員發射一槍催淚彈後,一名外國記者見狀向警員大罵: 「You shoot the press (你們射記者)」,但警員未有理會,隨即又開第二槍,催淚彈射向正在行人路的記者方向,外國記者向警員爆粗:「You shoot the journalists,motherfuxker」,此時警員發現天橋上的記者們,企圖驅趕,指「走呀,咪阻住我哋做野」。

【本報訊】面對暴徒在立法會外衝擊防線,警方不斷提升武力,使用警棍、胡椒噴劑、手擲催淚彈、催淚水劑、雷鳴登霰彈槍等武器,並廣泛使用俗稱「胡椒球」槍的新裝備,荷槍實彈出動「打暴動」。據了解,警方至今使用均為非致命武器,不會穿透人體,但撞擊力不弱,中槍中彈亦傷勢不輕。

壓縮氣體作動力 射中會瘀傷

警方於旺角暴動後引入了俗稱「胡椒球」槍的新裝備,由粉彈槍發射,早前在「佔領西環」清場行動中亦有配備,但未有真正使用,今次卻廣泛使用,槍上的催淚彈發射器,用壓縮氣體作動力。據知,胡椒球打在人體上會爆開及散發出胡椒噴霧,被射中會有瘀傷,射程約五十米,可盛載約一百六十個胡椒球。

至於雷鳴登霰彈槍(12 Gauge Remington 870),可以打散彈,分別是鳥彈(Birdshot)、更致命的鹿彈00 Buckshot、亦可打非致命彈藥 (Non-lethal Rounds),如橡膠子彈 (Rubber Bullet) 及布袋彈(Bean Bag Shot/ Sock Round)。警方今次乃發射橡膠子彈,一方面可於中距離命中目標,制止暴徒行動,保護前線人員,同時亦可減少目標人物所受到的傷害。

據熟悉槍械的人士透露,由於子彈殼是透明呈白色,相信警方是用橡膠子彈,若子彈殼是紅色,則為實彈。據知,若發射布袋彈,一般國際使用守則是要求遠距離發射,遠距離打中會有瘀傷,近距離打中內臟,或會造成內出血,甚至有機會死亡;若使用橡膠子彈,威力比布袋彈更強。

而俗稱「大口槍」的法德魯吋半口徑防暴槍 (37/38mm Federal Riot Gun),亦可打非致命彈藥,如發射催淚彈,主要向天打,令空中出現好多顆放出催淚煙的子彈,催淚煙會被磨得更精細,接觸到布滿汗水的皮膚時會令人有燒傷的感覺。而催淚彈由法德魯寸半口徑大口槍發射,有效射程為五十至七十五米,打中會有瘀傷,若打中內臟會造成內出血,甚至死亡。

拔萃女書院發言人證實,右眼中槍的男示威者為該校通識科教師,校方昨日無法聯絡對方,直至今早接獲其家人通知,得知對方目前仍在留醫。校方非常關心其情況,會為他打氣及祈禱,希望他能夠盡快得到適切治療,早日康復。
教協就指,已經與受傷教師的家人聯絡,他已經接受治療和檢查,證實視力受損,不過醫生相信其視力能夠慢慢回復,教協會繼續跟進,給予支援。
該名一名男教師昨疑被警方發射的橡膠子彈擊中眼部受傷流血,稱右眼流血,視力受損,暫時看不見。他昨表示,當時他站在警員前面,有示威者搬運鐵馬建立防線,突然警察開槍,他右眼被擊中流血,他估計是中了橡膠彈,登時右眼完全看不見恐失明。

警方周三(12日)出動催淚彈、布袋彈及橡膠子彈,鎮壓佔據金鐘道路、反對《逃犯條例》修訂的示威者,至昨日有81人受傷送院。警務處處長盧偉聰昨召開記者會,指曾使用逾150枚催淚彈、約20發布袋彈、數發橡膠子彈(未提數字)。警方施放催淚彈的數目,較2014年9月28日當天所用的87枚,多近一倍。不過,盧偉聰未有解釋,為何要使用比佔中時數量更多的催淚彈,亦未有明確解釋是基於什麼理據開槍發射布袋彈及橡膠子彈,只說事件屬「有組織暴動」。他稱,所用的是「低殺傷力的武器」,但人權監察反駁盧偉聰說法,指布袋彈及橡膠子彈如近距離射中示威者要害,或會致命。
被問到警方會否尋求解放軍協助應對衝突,盧偉聰指,目前絕對不會向解放軍尋求協助,因為警方有足夠的人手,應對情況及維持香港和平。

盧偉聰在記者會開始時表示,前日下午多批示威者,有組織及有策劃地,在不同地點衝擊警方防線,期間使用磚頭、鐵枝、木板及鐵馬等擲向警員,指警員在生命受威脅的情況下,使用武力驅散人群及控制場面,保護自身安全,及維持立法會的運作和大樓內工作人員的安全。他說,警員使用的裝備與海外國家在處理同類暴動時所用的沒大分別,包括催淚彈、布袋彈、橡膠子彈等,「全部都是低殺傷力的武器」,又稱警員在使用武力時,嚴格依從警隊的武力指引。
多名記者問及有示威者被子彈撃中眼睛或頭部、或被制服下仍被警方拳打腳踢,質疑警方行為是否符合武力指引。盧偉聰強調,警方有嚴格的武力指引及嚴謹訓練,警員是根據指引及訓練使用武力。另外,他被問到有人頭部中槍時稱:「我唔知你講緊邊件案件,佢有冇報案?等我哋檢查佢頭部嘅傷勢,可以進一步跟進。因為你就咁講俾我聽,咁係咪真係我哋啲同事令佢頭部受傷呢,我唔係話唔係,不過你要叫受傷的人報案,等我哋可以跟進。」他呼籲頭部受傷的示威者,向警方報案,以待警方進一步跟進。

人權監察發言人葉寬柔,反駁盧偉聰稱布袋彈及橡膠子彈是「低殺傷力武器」的說法。她指,外國一直有人反對在群眾示威中使用這些武器,兩者並非如盧所說的殺傷力低,舉例外國有人因被布袋彈射中而死亡。她指,只要是被子彈近距離發射或射中要害,都可以造成嚴重傷害,甚至致命。

Police on Wednesday (12th) dispatched tear gas, bag bombs and rubber bullets to suppress the demonstrators who occupied the Golden Bell Road and opposed the revision of the Fugitive Offenders Ordinance. By yesterday, 81 people were injured and sent to hospital. Lu WeCong, the Commissioner of Police, held a press conference yesterday, saying that he had used more than 150 tear gas bombs, about 20 sacks, and several rubber bullets (not mentioned). The number of tear gas bombs fired by the police was nearly double that of the 87 used on September 28, 2014. However, Lu Weicong did not explain why he wanted to use more tear gas bombs than the middle time. There is no clear explanation based on the rationale for launching a bag of bullets and rubber bullets. He only said that the incident was an "organized riot." 周三(12日)反送中抗爭者佔領金鐘道路,警方武力鎮壓。警務處處長盧偉聰表示,至今有11人被捕,涉及的罪行包括公眾地方擾亂秩序、非法集會、襲警,及與暴動有關的罪行。醫管局指有81人受傷送院,年齡介乎15至66歲。目前仍有三男二女傷者留醫,全部情況穩定。
有法律界人士向眾新聞表示,四名市民前晚在公立醫院求醫時,被警方以暴動罪拘捕。當中,兩名學生及一名教師在伊利沙伯醫院被捕;一人在仁濟醫院被捕。四人的傷勢及被捕過程尚待了解。另外,城大學生會證實,有一名城大學生前晚在伊院被捕,有律師正為該名提供法律支援,學生會目前尚未接觸到受傷學生,故未能確認傷勢及被捕的過程。有傳另一名學生為中大或浸大學生,惟兩校學生會均指,目前未有收到學生求助。
盧偉聰昨在記者會上確認,警方有在醫院拘捕示威者,稱只要有證據及合理懷疑,不論地點都會作出拘捕。人權監察發言人葉寬柔批評,示威者在醫院被捕,會令示威者即使受傷亦不敢去醫院接受治療,違反他們理應不受干擾的求醫權。

盧偉聰在昨日記者會上,指示威者「有組織地發動暴動」。盧被問到警方何時將示威定性為暴動,及介定暴動的標準為何。他指,周三約3時半就已將事件定性為暴動,稱他在下午4時用上「騷亂」一詞,是因為「英文譯中文做得唔好」,其實當時他的意思就是暴動,英文是Riot。惟盧偉聰並沒有回答,如何介定暴動的標準。
被問到有幾多人在醫院被捕時,盧偉聰表示,不肯定11名被捕人士中,是否包括在醫院被捕者。盧偉聰在回答這條英文問題時,一度語窒8秒:「I understand some people will feel that we are locating rioters or protesters inside hospital seems very...seems very ...sorry I can't find the right word.」(我明白有些人會覺得,我們在醫院內找出暴徒或示威者,看似非常…… 看似非常……抱歉我找不到適合的詞彙。)」
他續說,只要警方有證據及合理懷疑,不論地點,警員都會作出拘捕。他稱,警方並非在醫院搜查,只是知道有人涉及暴動罪或其他犯罪,有合理懷疑之下,知道相關人士在醫院,故作出拘捕。他以拘捕黑社會人士作比喻:「只不過今次因為牽涉暴動或者暴力示威活動,所以大家會覺得我哋唔應該咁做,但大家想下,如果有一個黑社會,同樣係醫院,咁我係咪因為佢喺醫院我就唔拉?」
盧偉聰未有透露11名被捕人士的年齡及性別。香港大學學生會學苑表示,有六名大學生被捕,其中四人為香港大學學生,有兩人以遊蕩罪被捕,另外兩人未知。同時,一名城市大學學生被控暴動,一名浸會大學學生被捕後未有被起訴。

至於被警察投擲的催淚彈擊中,一度心臟停頓的48歲香港電台外判司機,目前情況穩定,但反應仍有些遲緩,醫生建議他繼續留院觀察。他向港台新聞指,事發時催淚彈從四面八方投擲。他駕駛的車輛停在中信大廈對開,無法駛離現場,因此他只能在車與車之間的縫隙躲避,疑被催淚彈擊中後暈倒。

【本報訊】香港公共醫療醫生協會等四個醫學界組織,以及醫學界立法會議員陳沛然昨日發表聯合聲明,質疑警方在公立醫院拘捕求診及正接受治療的示威者,與慣常做法有異,認為便衣探員游走醫院範圍,不但有機會侵犯病人私隱,亦引起醫生與傷者之間的猜疑,提醒警方盡量避免在醫院內採取拘捕行動,避免傷者害怕求診,加重傷勢,並要求醫院管理局確保所有病人資料得到保障。

聲明指出,根據醫生專業守則,除非有法庭命令或病人同意,否則醫生並無理由向第三方提供病人私隱資料;任何人如果侵犯病人私隱,醫護人員應作適當保護和提醒;縱使執法部門有工作需要,警方亦須循正常途徑採取行動。

香港公共醫療醫生協會會長馬仲儀昨於電台節目指,聽聞近日多間醫院急症室加派了駐守的軍裝警員,個別大型醫院的急症室更多了便衣探員,聚精會神留意有外傷的病人。她表示,不排除有警員在急症室分流站聽到病人和醫護人員的對話,辨識到受傷的示威者,繼而作出拘捕行動。她擔心有受傷示威者因為害怕被拘捕而拒絕求醫,延誤醫治,強調醫護人員有專業守則,不會輕易向警方透露病人病情。

醫院管理局回應時重申,醫院在急救時會以病人安全為首要考慮,不會受其他與臨床無關的活動影響,該局亦會保障病人私隱,收集病人資料均以臨床需要為基礎,並恪守閱覽權限,強調公立醫院有既定機制處理執法人員索取病人資料的要求,前線醫護如有疑問,可向上級或醫管局重大事故控制中心查詢。
