As another bro at this forum said earlier, he was waving to the trees, lamp-posts and dustbins. He wanted to thank them for their support; the trees in providing shade in the day, the lamp-posts for providing light in the night and the dustbins for providing a means for the people to dump the PAP flyers (else the streets would be littered all over with them) during his campaign walkabout.
