A sanitary worker surnamed Liu claimed she heard the boy cry for his mother early in the morning.
Liu later heard from a co-worker that a boy had fallen from the windows which are not guarded by rails.
Liu called for an ambulance which pronounced the boy dead.
A neighbor said the boy's mother locked him inside the house and went to play Mahjong through the night.
The police have ruled it an accident.
