Because of one old man with his old bag of burdens people cannot use new technology and have to downgrade to lousier and less popular technology to suit his tempo. Mudland should pay for all costs involved created by the old man. What’s the point of saving money from scrapping investment opportunities only to spend it more to put lousier and less popular GPS system to replace ILS.
