The Israeli military has opposed Benjamin Netanyahu’s plan to force most Gazans into what has been described as a “concentration camp” in the south of the enclave.
IDF officials warned the prime minister over the proposal during tense cabinet talks on Sunday night, saying it would run over budget, could take over a year to implement and risks derailing fragile ceasefire and hostage release negotiations.
The plan envisions transferring an initial 600,000 Palestinians into a “humanitarian city” built on the ruins of Rafah, with the ultimate goal of relocating Gaza’s entire civilian population of more than two million.
Ehud Olmert, the former Israeli prime minister, said the proposals in Rafah would be akin to a “concentration camp”.
“It is a concentration camp. I am sorry,” he told the Guardian in an interview published on Sunday.
“If they [Palestinians] will be deported into the new ‘humanitarian city’, then you can say that this is part of an ethnic cleansing,” he said.
That would be “the inevitable interpretation” of any attempt to create a camp for hundreds of thousands of people, he added.

Gazans would be screened before entering the camps and not allowed to leave. International organisations would provide aid while the IDF secures the camp’s perimeter.
