Best 87 personnel will go into parliment

Suddenly i have a thought: why not change the election system?
-no boundary for voter to vote, that mean any eligble voter can voter for any candidate.
-The 87 candidate who get the most vote will go into parliment. because by end of the day, the MP is till responsibe to vote for a policy that affect the whole of Singapore.
- so u may lost in your ward, but still be able to go into parliment. you may win in your ward, but still cannot go into parliment.
Will this work? any suggestion?

Is it something to do with the number of population each PM is suppose to represent? Hope someone can shed some lights on this...
