總統蔡英文出訪友邦，於當地時間11日過境紐約。中國外交部今天傍晚以發言人耿爽名義在官網刊登新聞稿宣布，將對參與此次售台武器的美國企業實施制裁，理由是美國嚴重違反國際法和國際關係基本準則。

新聞稿宣稱，「美方向台灣出售武器嚴重違反國際法和國際關係基本準則，嚴重違反一個中國原則和中美三個聯合公報規定,損害中國主權和國家安全。為了維護國家利益，中方將對參與此次售台武器的美國企業實施制裁」。
綜合外媒報導，出售此次武器的美國企業、機構與人員為：M1A2T艾布蘭戰車（Abrams）是通用動力地面系統公司(General Dynamics Land Systems)設計，由位於俄亥俄州的「聯合系統製造中心」（Joint Systems Manufacturing Center）生產。
M88A2裝甲救濟車的生產商是位於賓州（Pennsylvania）的BAE公司，M1070A1重裝運輸車是美國豪士科集團（Oshkosh Corporation）所生產；可攜式刺針防空飛彈（Stinger Missiles）的生產商是雷神公司（Raytheon），且軍售案還涉及30個美國政府部門以及15名軍工企業代表。
蔡總統11日起展開自由民主永續之旅，將在美國待4晚：去程過境紐約停留2天，出訪加勒比海友邦結束後，回程過境丹佛也將待2天。
於此前夕，美國國務院9日宣布批准2項對台軍售，包括總額達20億美元的M1A2T艾布蘭戰車（Abrams）與相關設備及支援，以及總額達2.23億美元的可攜式刺針防空飛彈（Stinger Missiles）與相關設備。
對於蔡總統過境美國，耿爽今天下午在例行記者會中再次強調，已向美方嚴正交涉，要求恪守「一中原則」，「不允許蔡英文過境，停止美台官方往來」。耿爽也再次要求美方立即停止對台軍售，停止美台軍事聯繫。
