保外就醫的前總統陳水扁今天在台南完成選舉及公投公民權，他的兒子陳致中在臉書貼文揭露父親排隊投票的照片。台中監獄副典獄長李進國以憲法保障人民的選舉權做回應。法務部官員受訪則指出，陳水扁為保外醫治狀況，尚未服刑完畢，因此褫奪公權還沒開始執行，依法他有公民權而可以去投票。

今天是九合一選舉，保外就醫的陳水扁也行使了公民權，並在台南設戶籍的投票所完成投票。
陳致中於近中午時在臉書貼文傳達父親完成投票，內容指出「阿扁總統花了35分鐘，終於在台南市東區位於衛生局林森辦公室的第1183投票所，完成10年來第一次投票公民權的行使」。
陳致中受訪表示，父親在今年將戶籍遷到台南姐姐家，父親是上午到台南投票，完成公民權的行使。
台南市選舉委員會總幹事林振祿也證實，陳水扁上午10時許在東區第1183投開票所完成投票程序；不過他不確認扁是否兩種票都有領。
陳致中說，這是父親近年首次投票，他說在2016年，父親也有收到投票通知書，但是當時因故沒去投票。
他指出，日前台中監獄人員定期到家訪視，父親有表達投票意願，中監沒表示意見。
李進國受訪表示，憲法保障人民選舉權。媒體詢問是否知道陳水扁完成選舉及公投，他說會去了解。

斩立决源于汉代，是对于那些性质比较严重、案情属实、适用法律适当、并无疑义的案件，判处斩刑或者绞刑，在当年秋分以后执行，称为“斩立决”或“绞立决”。

立决是立即执行的意思，分为斩立决和绞立决。对于尚有疑问或是有矜免情节的案件，则判处监候，称为“斩监候”或“绞监候”，被判“斩监候”或“绞监候”的案犯，不在当年处决，而是暂时监禁，留待来年秋审可朝审再作判决。
