公股行庫人事日前大風吹，因慶富案下台的前合庫金庫董座廖燦昌，竟在不到1年半的時間，又重回主辦慶富獵雷艦聯貸案的第一金，令外界相當震驚。據指出，慶富首艘建造的獵雷艦，目前仍停泊在義大利Intermarine船廠碼頭，雖過了合約今年初交艦的期程，因獵雷艦不是聯貸擔保品，聯貸銀行團非該合約當事人，因此一銀雖是慶富最大債主，仍無法取得該艦的所有權運回台灣，因該艘獵雷艦目前市值還有1億元，如何拿回該艘獵雷艦將視一銀是否能用積極態度來面對。
詐貸案後追討獵雷艦 一銀：已在進行
對於是否有持續追討獵雷艦一事，一銀表示，本案因涉及國際法律，已委請律師研議並進行相關作業中，考量為免IM船廠透過相關管道得知聯貸銀行團追償策略，而採取相關因應措施，致追償行動受阻，聯貸銀行團會議共識對外保密，以求周延。
據指出，慶富與義大利IM船廠簽訂的船體建造契約約定，未交艦之前屬IM船廠所有，而聯貸銀行團非該合約當事人，獵雷艦也不是聯貸擔保品；但依慶富與IM船廠訂定的合約期程，該艘獵雷艦在2018年建造船體完成後，當年5月開始下水進行測試，一直到2019年初海測結束後，在IM船廠由慶富會同海軍監造官驗收後交艦，慶富取得該艦所有權後，再租船將獵雷艦運回台灣。

據了解，2017年底發生慶富詐貸案，海軍依合約終止與慶富採購獵雷艦，不過IM船廠依合約建造完成具有動力但未裝上戰鬥系統的GRP材質的獵雷艦。這主要是當年慶富委由IM船廠建造首艘獵雷艦，以銀行聯貸來的205億元，就一次開立了1.01億歐元（45.71 億元台幣）信用狀中給IM船廠，IM船廠只要依與慶富簽訂合約執行造艦，每個造艦階段，都可領取不同進度的貨款。
