Serious Any electrical/electronic technician can help troubleshoot?

If your plug the adapter into your notebook first, then turn on the electricity on the adapter, no current flows into the notebook and the charge light remains unlit. But if you turn on the electricity on the adapter first, then plug the adapter cable into the notebook (which I feel is not the proper way of doing) the charge light lights up and the notebook starts charging.

What is the problem ?
