I see this as creating more problems than solving it.
If hundreds of millions of flying cars populate the earth's cities and villages, how do you regulate them? How do you define car lanes and highways, expressways in the air? How do you enforce traffic rules in the air?
At least with land based or water based vehicles, they won't crash if they run out of power or if they malfunction. With aircraft, they will crash.
