Malaysia signs deal with Bangladesh to hire 1.5 million workers

KUALA LUMPUR: Malaysia and Dhaka on Thursday (Feb 18) inked a memorandum of understanding (MoU) to receive 1.5 million workers from Bangladesh in stages over the next three years under a government-to-government system (G2G).

The MoU was signed by Bangladesh Expatriates' Welfare and Overseas Employment Minister Nurul Islam and Malaysia Human Resources Minister Richard Riot at Dhaka’s Expatriates' Welfare office at 10am.

Under the deal, the levy for Bangladeshi workers is to be fixed at RM1,946 (US$467), though industry sources say the actual cost is a lot higher after factoring agent fees and expenses of bringing workers into Malaysia.

The signing came even as public debate rages over the proposed move by the government.

The country is already home to more than 6 million foreign workers, filling jobs that are described as “3D” or dirty, difficult and dangerous - mainly in plantation, construction, manufacturing and cleaning services that are traditionally shunned by the locals.

The number of undocumented workers in the country is estimated between 3 million and 5 million. The authorities launched a programme this week allowing employers till end of the year to rehire workers whose permits have expired, but Malaysians are sceptical over the government's move.

Executive director of Tenaganita (Women's Force) Glorene Das questioned why the rush in bringing in fresh workers when there are already so many undocumented workers in Malaysia.

"In the past years, we had so many recruitment processes, including legalisation processes, that were proven to be fraudulent,” she said. “Till today we find almost 5 million workers undocumented because there was no proper policy; ad hoc policies were enforced to manage these processes."

"Why the 1.5 million for the next three years when we know for sure the election is going to take place in 2018?"

The Malaysian Ministry of Home Affairs, which regulates the intake of foreign workers, has denied that the move is politically motivated.

The ministry's Secretary-General Alwi Ibrahim said the decision to bring in more workers is based on industrial need. "The employers make the applications, not us, please be clear."

However, many foreign workers are voicing concerns.

Abu Bashar and Mohd Eunus, who are both Bangladeshi, have been working in construction sites in Kuala Lumpur for almost a decade, but lately jobs have been hard to come by, they said, following a slowdown in Malaysia’s construction sector .

"Jobs are a lot fewer now and employers are also paying less," said 31-year-old Abu Bashar who has just gotten married. "I don’t know why the government still wants to bring more workers in from Bangladesh, there aren't enough jobs at it is in Malaysia."

K C Chia, a project sub-contractor, is worried about public safety and hopes that the government will rethink the strategy of bringing in more foreign workers. "If they come here and there is no work, they will resort to vices, robbery, break-ins."

Meanwhile, rights groups have warned of xenophobic attacks that may trigger violence in the community as the population of foreign workers increase.

Prime Minister Najib Razak, who is on a week-long working visit to the United States, said he will discuss the government's decision to recruit 1.5 million Bangladeshis with his deputy Ahmad Zahid Hamidi when he returns. Mr Najib said the government would ensure that any move taken was to fulfil the needs of the economy.

[KUALA LUMPUR] Malaysia said it will*suspend the recruitment of foreign workers*while it assesses gaps in the labour force, a second flip-flop on employment policies this month after objections over the plans.

The freeze will also allow the government to review a levy system for overseas workers in Malaysia,*state news agency Bernama reported Friday, citing Deputy Prime Minister Zahid Hamidi.*The decision came after companies and some non- government organizations protested a reported intake of 1.5 million workers from Bangladesh over the next three years, which the government earlier said was to meet the demands of industries.

Malaysia's Human Resources Minister Richard Riot Jaem clarified Friday that he signed an agreement with Bangladesh's government this week that would allow 1.5 million Bangladeshis registered to seek work overseas to find jobs in Malaysia. It didn't mean that all of them will make their way to the Southeast Asian nation, he said.* The explanation came after widespread criticism in Malaysia, with at least one manufacturers group saying the entry of a large number of workers would exacerbate the problem of undocumented foreign labour in the country. The policy also diverges from a plan to reduce reliance on overseas workers.

Malaysia should look at labour market demands more closely when determining foreign worker inflows as its current approval system doesn't sufficiently reflect the needs of industries, the World Bank said in December. It advised the government to improve its existing evidence-based system for identifying labour shortages in the economy and change its levy structure to one that could keep up with varying market conditions.



Malaysia earlier in February agreed to defer a plan to double foreign worker levies pending discussions with businesses after they opposed the sudden decision. Prime Minister Najib Razak's administration is trying to wean the country off its dependence on cheaper labor from overseas while seeking new ways to bolster its coffers as a decline in oil prices hurt government revenues.

There are 2.1 million registered foreigners in Malaysia out of the 15.3 million labor force, Riot told reporters Friday. The total number of foreign workers would have exceeded the government's limit of 15 percent of the entire labor force when unregistered ones are included, he said. Indonesians make up the biggest presence of overseas workers in Malaysia, followed by Nepal, Bangladesh and India, he said.

Najib said the government needs to address concerns over any social fallout and problems created by a large inflow of workers, Bernama reported Thursday.

Angry mob beats up Bangla who allegedly raped teen at cybercafe toilet in Malaysia

KUALA LUMPUR (THE STAR/ASIA NEWS NETWORK) - A Bangladeshi man was badly beaten by an angry mob after he was caught allegedly raping a teenage girl in a cybercafe toilet at Sri Rampai, Setapak.

He was handed to the police drenched in his own blood and with bruises on the head, face and legs.

He is being remanded for a week for a rape investigation.


Police said the 13-year-old girl had accompanied her father to the cybercafe in Rampai Business Park at about 10.30pm on Thursday (Feb 18).

Her father engrossed himself in a video game she waited next to him, said sources.

It was then that the Bangladeshi suspect, who was also in the cyber cafe, invited the teen to enter the toilet with him.

"The victim followed him there and while in the toilet, she was molested and raped by the suspect," said KL CID chief Datuk Zainuddin Ahmad.

As the 30-year-old man raped the girl, he threatened her and warned her not to make a sound.

Her father eventually noticed that she was missing and went looking for her. He knocked on the toilet door and claimed that he found his daughter being sexually assaulted.

"The suspect was beaten up by the father and customers in the cybercafe. Police were called and we arrested the man. An ambulance also had to come to provide treatment for the man," Datuk Zainuddin said.

He added that the man did not have any identification on him.

The case has been referred to the KL Sexual Crimes, Domestic Violence and Child Abuse Investigations Division.
