站在波涛滚滚的独龙江畔，江风顺着峡谷吹向远方。曾经泥泞狭窄的土路、简陋破败的茅草房不见踪影，迎风飘扬的五星红旗、灰顶黄墙的独龙民居、整洁的街道如同一幅画卷，让人难以想象这里曾是与世隔绝的“贫困孤岛”。
4月10日，一封来自北京的信函，让深山里的云南省贡山县独龙江乡成为焦点——习近平总书记在回信中祝贺独龙族实现整族脱贫，勉励乡亲们为过上更加幸福美好的生活继续团结奋斗。
“脱贫只是第一步，更好的日子还在后头。”党的十八大以来，在以习近平同志为核心的党中央关心部署下，2018年年底独龙族实现整族脱贫，成为在中国特色社会主义制度下边疆少数民族“一步跨千年”的生动实践，开启了迈向更加幸福美好生活的新征程。
脱贫奔小康，一个都不能少
从贡山县城出发到独龙江乡，沿群山盘旋而下，一座漂亮、现代的江边小镇让人眼前一亮。
独龙族是我国28个人口较少的民族之一，也是新中国成立初期从原始社会直接过渡到社会主义社会的少数民族之一，主要聚居在滇藏交界处的贡山县独龙江乡。
曾经，这里山峻谷深，自然条件恶劣，每年有半年大雪封山，是云南乃至全国最为贫穷的地区之一。
党的十八大以来，以习近平同志为核心的党中央围绕脱贫攻坚作出一系列重大部署和安排，全面打响脱贫攻坚战。
“全面实现小康，一个民族都不能少。”2015年1月，习近平总书记在云南考察时的重要讲话，字字铿锵：“中国共产党关心各民族的发展建设，全国各族人民要共同努力、共同奋斗，共同奔向全面小康。”
决战号角催人勤。在以习近平同志为核心的党中央关心下，独龙江乡围绕精准扶贫精准脱贫的目标要求，启动实施了独龙江乡整乡推进独龙族整族帮扶工程以及独龙江乡“率先脱贫全面小康”提升行动，全乡安居住房、基础设施、特色产业、社会事业、生态环保以及基层党建等发生了巨大变化。
翻天覆地气象新。现如今，全乡1000余户群众全部住进了新房，草果、重楼、独龙蜂、独龙牛、独龙鸡等特色种植养殖产业遍地开花，4G网络、广播电视信号覆盖到全乡，6个村委会全部通柏油路，大病保险全覆盖，孩子们享受从学前班到高中的十四年免费教育，独龙族小学生入学率、巩固率和升学率均保持100%。

为改善独龙族生产生活条件而长期奔波的贡山县“老县长”高德荣，2015年，作为独龙族干部群众代表，曾受到习近平总书记亲切会见。他激动地说：“1999年贡山县城到独龙江乡的简易公路修通，把独龙族群众从人背马驮中解放出来；2014年独龙江公路高黎贡山隧道通车，群众从每年的大雪封山期中解放出来；今天，党和政府把我们从贫困中解放出来！”
这是一部记载着党和政府对独龙族群众深切关怀的历史画卷，这是如同独龙江水一般激荡澎湃的时代脉动。
“独龙族整族脱贫，充分体现了不管条件多难、路途多远，党和政府对人民群众的承诺一定会兑现，脱贫奔小康一个都不能少！”云南省政府副秘书长、省扶贫办主任黄云波说。
“党的好政策，让独龙族过上了幸福生活”
深居祖国西南边陲的独龙族同胞，并不为公众所熟悉，但习近平总书记却说：“我们并不陌生，因为有书信往来。”
早在2014年元旦前夕，贡山县干部群众致信习近平总书记，汇报了当地经济社会发展和人民生活改善情况，重点报告了多年期盼的高黎贡山独龙江公路隧道即将贯通的喜讯。
收到来信后，习近平总书记立即作出重要批示，向独龙族的乡亲们表示祝贺，希望独龙族群众“加快脱贫致富步伐，早日实现与全国其他兄弟民族一道过上小康生活的美好梦想”。
说起这次习近平总书记回信的由来，曾任独龙江乡党委书记的杨秀兴按捺不住内心的激动：“2018年年底，独龙族实现整族脱贫。今天的独龙江乡，家家都有安居房，户户都有新产业，好日子越过越甜。我们时任乡党委班子就一起写信向总书记报告喜讯。”
让杨秀兴惊喜的是，总书记很快给独龙江乡群众回信了。“我激动得一整晚都睡不着觉！”杨秀兴高兴地说。
沧桑巨变的背后，有党的坚强领导，有广大人民群众的团结奋斗，人民追求幸福生活的梦想一定能够实现。
50岁的巴坡村村民马文军是独龙江乡第一批草果种植户，现如今他种植的草果已发展到60多亩，马文军也成了当地先富起来的人。“村民们都有了自己的支柱产业，钱袋子也鼓了起来。大家以前是种什么吃什么，现在则是想吃什么就买什么。”马文军高兴地说。
发生巨变的是群众的生产生活，不变的是共产党人的使命和情怀。“带领群众致富奔小康，首先我是一名共产党员，其次才是一名独龙族干部！”贡山县“老县长”高德荣，同时也是独龙族群众脱贫发展的带头人。
“党的好政策，让独龙族过上了幸福生活，独龙江人民永远感谢党，永远跟党走……”听了习近平总书记的回信后，78岁的独龙族妇女李文仕激动地用独龙语唱起了自编的“感恩歌”，把独龙族群众的幸福和对党的感恩写在灿烂的笑脸上、融进悠扬的歌声里。

13日一大早，独龙江的干部群众把习近平总书记回信的大幅喷绘贴在广场上，“脱贫只是第一步，更好的日子还在后头”的标语，吸引了大批往来的群众。
脱贫“摘帽”不是终点，而是新的起点。
最近，在孔当村党总支的微信群里，有一种“斗图”成了当地的新风尚。每日里，村民们纷纷将自家客厅、卧室、厨房等打扫整理干净，拍照发送到微信群中，比比谁家做得好。通过这种“每日一晒”人居环境的方法，让独龙江的乡风更文明、群众素质更提升。
移风易俗蔚然成风，教育改变命运的理念深入人心。在一户户独龙族风格的新居门口，一张张建档立卡脱贫户确认卡是整族脱贫的见证。
“对于我们家来说，好日子就是把孩子培养好、念好书，以后为家乡多作贡献！”31岁的孔当村村民腊学文说。
用好外力、激发内力，才能形成持久发展的合力。“我们要把上级给的扶持资金当成种子，靠我们自力更生来发芽结果。”高德荣说，“我们的奋斗目标是把输血变成造血，娃娃这一代要读好书，到知识里去找小康。”
“绿水青山就是金山银山”。独龙江乡高达93%的森林覆盖率，原始而完整的亚热带山地森林生态系统，加之神秘多彩的少数民族文化，吸引着越来越多山外的目光。
“独龙江旅游基础设施正逐渐完善，群众的旅游接待技能逐步提升，新的四星级酒店正在建设。等怒江美丽公路建成后，独龙江旅游业将迎来一个全新的发展时期。”独龙江乡党委书记余金成说。
更好的日子还在后头，这一切靠的是一代一代人的接续奋斗。走在怒江大峡谷，随处可见“怒江缺条件，但不缺精神、不缺斗志”的励志标语。
独龙江乡马库村党总支书记江仕明说：“在共产党的带领下，我们独龙族整族脱贫了，习近平总书记给我们回信了，我们永远感党恩，要把总书记的嘱托一代一代地传下去！”
