4 firms convicted of hiring "phantom workers"

SINGAPORE: The Ministry of Manpower (MOM) told Channel NewsAsia 76 people and four companies have been convicted of hiring "phantom workers" in the last two years.

Some businesses that rely heavily on foreign workers have been advertising for unemployed Singapore citizens or Permanent Residents.

Some of these advertisements come in the form of messages, posted in online forums.

The firms hope to hire more foreign workers by fraudulently inflating the number of Singaporeans they "employ".

Some businesses resort to such scams so as to meet the tightened foreign worker quota.

In exchange for their names and identity card numbers, the company claims it would contribute to the person's Central Provident Fund (CPF), and list them as workers at their company.

Employment and Employability Institute CEO Ang Hin Kee said there would always be businesses that will try to find shortcuts.

Thus, Mr Ang urges the government to help small businesses when implementing regulations on the hiring of foreign workers.
