The Senior Parliamentary Secretary for Education, Ms Sim Ann, has disclosed in Parliament that at least 2000 scholarships are awarded to foreign students each year.
This includes about 950 pre-tertiary and 1070 undergraduate students from Asean and non-Asean countries. The scholarships cover both tuition and accommodation.
These scholarships cost $14,000 for pre-tertiary students and between $18,000 and $25,000 (i.e, average of $21,500) for undergraduates.
This works out to about $13.3 million for pre-tertiary students and $23 million for undergraduates, giving a total of at least $36 million.
It took Non-Constituency MP Yee Jenn Jong of the Workers’ Party from two sittings in the Parliament to extract these figures out from the Ministry of Education (MOE).
In the first MOE’s reply last month, it only disclosed that 320 scholarships are awarded to Asean students each year, but it took a second enquiry from Mr Yee on Friday’s Parliamentary sitting (17 Feb) for MOE to disclose the much larger number of 1,700 scholarships which are awarded to non-Asean students annually.
When Mr Yee asked how MOE tracked the performance of the scholarship holders during their studies and whether the foreign students fulfilled their obligation to work here after graduation, Ms Sim replied that the academic performance of each scholarship recipient is tracked, and if their performance is poor, the scholarship is withdrawn.
It is not known how many of the foreign students have their scholarships withdrawn each year and what minimum performance is required of the foreign students by MOE.
Ms Sim said that most foreign scholars serve out their bonds and the few who default are made to pay liquidated damages. However, she did not reveal any numbers. She also did not explain how MOE could go after the defaulters given that they would have already skipped town.
Even if these defaulters could be located overseas, how is MOE going to enforce the bond agreement against the foreign bond-breakers in a foreign country? This is especially problematic from a legal standpoint since some of the Courts in foreign countries, e.g. China, are sympathetic towards their own citizens.
In fact, anecdotal evidence seems to indicate that more foreign scholars are defaulting in the last 2 years, as related by PRC students in this article on a Chinese site: http://www.chinanews.com/lxsh/2012/01-10/3593069.shtml .
The reason being since 2010, in response to Singaporeans’ demands and the approaching of a general election, the government withdrew the automatic granting of PR to foreign scholars after their graduations from our local universities. Without PR, their employability diminishes. Many couldn’t find a job in Singapore and promptly skipped town to return home. Others have returned home because they find the job prospects better, especially with their ability to speak better English than their peers at home. It is not known if MOE has gone after those PRC bond-breakers mentioned inside the Chinese news article to “pay liquidated damages”.
Ms Sim also said that the quality of foreign scholars has been maintained over the years. She quoted some statistics: Around 45% complete their undergraduate studies with a second-upper class honours or better while only 32% of Singaporeans do as well.
Thanks to Ms Sim’s disclosure, Singaporeans now know that majority (55%) of the so-called foreign scholars are only of average calibre no different from our average Singaporean undergraduates. One would expect that with $36 million being spent on these “special” foreign scholars each year, they should all be scoring second-upper or better! Why are we even funding mostly average foreign students and calling them “scholars”?
Is Ms Sim not shameful for making this disclosure on behalf of MOE?

=> Are all of these true blue Sporeans snd NSmen given free scholarships like those 45% Foreigne Students? If not, this FAP deserves to be fxxx for being such outrageous TRAITORS! Is it not clear by now that the FAP is using SGs' sweat and blood money to import FTrash to replace them to perpetuate one Familee rule?

Not only that. The FAP ensures the FTrash students have a bigger unfair advantage (apart from NS and the blatant discrimnation against Sporeans) by allowing older FTrash kids to study in the same class as SG kids. And then gloat over the FTrash kids' performance and justify giving them free scholarships. No where in the world are the citizens of a country so badly BETRAYED by their own govt than in Familee-controlled SG. And of course, no where in the world do DAFTIES form 60% of the population who cannot think for their and their children's future, and insist on going with the FAP blindly.

This is really a dumb comparison. Hello PAP!!!! The Singaporeans are NOT on scholarship but the foreigners are, meaning the foreigners must be a class above the average student before they are given scholarships. Or is the PAP saying they give scholarships to foreigners with no quality?

  由于留学生可通过PR邀请信,向雇主证明自己有资格申请永久居民,因此不少本地公司在聘请外籍员工时,会优先考虑收到PR邀请信的求职者。少了PR邀请信,留学生似乎也少了一块强而有力的职场敲门砖。即使他们找到工作后,也不能凭PR邀请信申请成为新加坡PR。
  这个转变,让当年那些即将毕业的留学生措手不及,甚至是无所适从。两年过去了,这批留学生中有不少人,不管需不需要履行奖学金合约,已陆续回到自己的国家。依然留在新加坡的留学生,心情是否已平复?这两年期间,他们的生活又起了怎么样的变化?
  无PR邀请信工作难寻
  来自中国辽宁鞍山的翁康(26岁)于2009年初来到新加坡,就读南洋理工大学的土木工程硕士学位,并在一年后毕业。与很多其他那年毕业的外国留学生一样,翁康是第一批没收到PR邀请信的外籍留学生。
  回忆起当时的心情,翁康说:“刚开始我们每个人的想法都一样,觉得当局的决定不公平,也很失望。为什么那些比我们早半年毕业的学长获得了邀请信,我们却没有?”
  他说:“过了这么长时间,我已经不再那么想。无论如何,出国读书是我自己的选择,不可能万事顺心,只能尽力地做好自己分内的事。”
  对翁康而言,2010年是非常艰辛的一年,没获得PR邀请信让他在找工作时四处碰壁,心中一直在挣扎,应不应该回中国。
  那年1月完成课程后,翁康便展开觅职活动,几乎每天在网络上投下好几份履历,一共发出上百份履历。
  不过,翁康遇到的大部分雇主只关心他是否是永久居民,学历和能力还是其次。他说:“很多本地公司只聘请公民和永久居民,那时真的很迷茫。”
  雇主不多聘外国人,不是没有原因。根据人力部的规定,制造业、服务业、建筑业、海事业等不同业界的雇主,都得按照特定的比例聘请持有S准证(S Pass)和工作准证(Work Permit)的外国雇员。
  以服务业为例,雇主可聘占全体雇员25%的S准证外国雇员。一些薪水未达到3000元、就业准证(Employment Pass)最低水平的外国留学生若改而申请S准证,就会面对觅职的限制。
  经过五个月,翁康找到第一份私人建筑公司的工程师工作。不过因为自感不适合工作环境,他在工作几个月后辞职,转入另一家做建筑结构生意的小公司。
  翁康说:“那家公司说只要我通过三个月试用期,就会帮我申请永久居民,可是后来却又擅自把试用期延长至半年。”
  认为第二家公司不讲理,翁康又再次辞职。失业期间,他持有临时就业准证,感觉像是与时间赛跑,需要在准证过期前找到工作。还好,翁康终于找到房地产发展公司的行销工作,事业才算稳定下来,目前已任职九个月。
  同届留学生约一半回国
  工作难寻,许多在这一两年内毕业的外国留学生干脆卷席走人。翁康说:“这是一个身份问题,没有永久居民权,工作难找,创业困难,申请信用卡也难,生活和经济规划都受到很多阻碍。”
  他说:“我身边的那批同学,有一半在毕业一年后就陆续回国,现在还留在这里的人,应该都打算在这里长期发展。”
  “留学毕业后,两手空空地回到中国的话,就不是‘海归’,而是‘裸归’,意思就是什么也没带回来,白白浪费了留学机会。我不想做‘裸归’,因为那很没面子,感觉就好像是混不下去才回去的。”
  “要服务,没身份”的尴尬
  来自中国湖北的董志鸿(24岁)2009年毕业于沈阳师范大学国际经济法学系,同年来新加坡继续深造,在南洋理工大学修读为期一年的信息研究硕士课程。
  虽获得新加坡政府奖学金,毕业后需在本地履行三年服务,不过董志鸿的奖学金得主身份,未能让他在2010年毕业时获得一封PR邀请信。他说:“刚来时没特别想要永久居留权,住久了就想留下来,却没赶上PR邀请信末班车,当时有一点失落。”
  董志鸿认为,政策变化太快,让那些有奖学金合约在身的留学生尴尬地卡在“要服务,没身份”的阶段。他说:“大概50%的同学没有履行合约就回国了,未来他们也不特别想回来。”
  “没有PR邀请信,找工作不自由。就业准证的最低门槛最近从2800元提高到3000元,一般本科或硕士毕业生的起薪不一定有3000元,如果申请不到就业准证的工作,又不愿申请技能水平较低的S准证,留学生就只得回国。”
  董志鸿没回中国,因为他已在一家本地海事企业找到工作,目前持就业准证。他认为新加坡的生活质量较好,所以在去年6月申请成为永久居民,不过申请遭拒。
  今年他打算再申请一次永久居民,若还是被拒就会索性回中国,而奖学金合约也将不是限制他的因素。他说:“我知道本地人认为现在外来人口太多,但新加坡同时也需要外国人。”
  董志鸿认为,移民与关卡局应改变现有的移民程序。他说:“那些做基础建设、持工作准证的外劳基本上不会移民,因为他们只想多赚一点钱衣锦还乡。想移民的人,其实是接受过高等教育的高端人才。然而,当局却没有一个移民标准。什么样的人没有希望?申请被拒是因为什么原因?往后应该如何补救?完全没有方向感。”
  董志鸿也认为,成为公民的管道可变得更直接。他说:“现在公民的必经之路,就是先成为永久居民。很多人不想看到更多永久居民,却想有更多公民,倒不如让外国人直接申请成为公民,但把门槛调高。”
  翁康:不想以配偶身份 获得永久居留权
  除了考虑个人发展,还有另一个原因,让翁康心甘情愿地留在新加坡。他在2010年认识了同样来自中国的女友,目前已到谈婚论嫁的阶段。
  来自中国内蒙古的女友是一名律师,在前年就已获得永久居留权,现在就等翁康拿到永久居留权,才能注册结婚买组屋。
  他说:“去年下半年我们决定结婚,明知新加坡大选过后,申请永久居民不乐观,我还是硬着头皮在去年8月申请,女友特地给移民与关卡局写了一封信,不过10月还是收到被拒通知。”
  当局没有给予任何原因,不过,翁康准备在今年4月再申请一次。他说:“我们想在这里组织家庭,没有永久居留权,婚期好像被无限期地延迟了。”
  当然,翁康明白,获得永久居留权的最快途径就是先与女友结婚,以永久居民配偶者的身份获得永久居留权。
  然而,他并不想走捷径,因为“那样太利益了。”
  他说:“我和女朋友是真心相爱,如果因为要获得永久居留权结婚,那么结婚的动机就不纯粹,好像是我在利用女朋友,别人会如何看?她的感受不好,我也没有面子。”
  要组织家庭应拥有自己的房子
  要组织家庭,也不完全需要购买组屋,购买私人房产或租房,都是替代选择。不过翁康认为,要组织一个家庭,无论如何、无论大小,都应该拥有自己的房子。
  他说:“每次走进宜家,看到好看的家具都想买下来,但转头再想,现在住的房子毕竟不是自己的家,买再好的家具都没用。结婚还是要有一个属于自己落脚的地方,每天才能有那种回到‘家’的感觉。”
  翁康来自小康家庭,事业刚刚起步,没有经济能力购买私人房产。
  他说:“政府去年底又突然推出房地产降温措施,外国买家须支付房产售价或估价10%的额外买方印花税,更让我买不起私房。”
  目前,翁康感到颇有压力,因为申请永久居民,不再是他个人的事。
  他说:“我一无所有,女朋友身份比我高,收入比我多,却在日常生活中很照顾我的感受,看好我的为人,这样的女孩子很难得,我是真心喜欢她。”
  为了能更快获得永久居留权然后结婚,翁康尽可能提升自己,包括到英国文化协会(British Council)上英文课,申请调到其他部门工作等。
  他说:“今年4月的申请批或不批,将是关键。”他希望,今年就能和女友共结连理。(沈越)

It seems that of late, Pinoy, Burmese, etc are able to get PR more easily than PRC as PRC are also getting more critical of the FAP.

As senior parliamentary secretary, I hope she can be more diligent In her statement, this not only look STUPID on US which is after all Singapore tax payer money in supporting other country children “IN MY OWN OPINION” this statement seem to have provoked me of my view against foreigners. if using state funds to fund other people children and yet turn around and "MEANING SEEM TO ME" like other scored 45 yet OWN SON only scored 32%...lousy.... that is STUPID..​

As a parent, do you ask your kids to work part time to support themselves through uni while you provide free financial support to your neighbor children through the same uni? After that, you still expect your kids to support you latter on in life while the neighbor are free from such responsibility.​
