Impossible to guess, because work permit holders can be maids or other foreign workers not in dorms. But whichever it is, they have contact with the community, either as live-in maids or workers doing internet installation, cleaning, simple construction services etc. It is not just a case of foreign workers who work on large construction projects and have no contact with the community. There continues to be unlinked cases in the community because it is only 2 weeks since stay-at-home orders.
