HE SITS in his wheelchair outside the shops at Bukit Batok every night and does brisk business.

But this man, who looks to be in his 60s, is not selling something as innocuous as tissue paper.
His product is hidden away in two black drawstring pouches on his lap.
Only when a customer approaches him and gives him money does he produce his goods - contraband cigarettes.
He sells them for $5 a pack, less than half the price of a legal pack of Marlboro cigarettes which costs nearly $12.
The New Paper on Sunday observed the man outside the minimart at Block 271 in Bukit Batok East Avenue 3 from 6pm to 8pm on Wednesday.
We also observed him plying his trade last Saturday and Sunday, from 6pm to 10pm.
Each time, at least 20 men, ranging from those in their early 20s to middle-aged men, were seen buying cigarettes from him.
One man even returned to buy more packs during the two hours we were there on Wednesday.
A middle-aged man acted as a lookout while the wheelchair-bound man attended to customers.
At times, three or four customers crowded around him. Most people bought at least two packets.

Every 15 minutes or so, when there was a lull in customers, the man would either count his takings or chat with shopkeepers from the neighbouring shops.
Residents said that the man was there every day.
A Bukit Batok resident, who bought two packs, told The New Paper on Sunday: 'It's too risky to try and smuggle cigarettes from Malaysia, especially when the Customs officers check people at random.
'You never know if you could be chosen for the checks and the fines are high if you're caught.
Hit-and-run
'When I buy from this man, it's more discreet. It's like hit-and-run. Just take the cigarettes, pay him and go off.'
Another resident, a man in his early 20s, said: 'I doubt I'll get caught as the transaction is very fast. I just hand the money over, get my cigarettes and walk away.'
The man appeared to know his customers by sight.
They came up to him, money in hand, and he handed over the packets - some Marlboros one time, perhaps a packet or two of Djarums (an Indonesian brand of clove cigarettes) another time - with hardly a word exchanged between the men.
A transaction could be completed in under a minute.

Shopkeepers and residents said the man had been peddling cigarettes in the area for at least a year.
A coffee shop assistant at Block 275 said in Mandarin: 'His presence affects our business since his cigarettes cost less than half the price of duty-paid smokes.
'But we just live and let live because cigarettes are not our main source of revenue.
'He's probably managed to avoid getting caught because nobody has tipped off the authorities. He's wheelchair-bound and that could be why people are more sympathetic.'
Unlike the Indonesian cigarette peddlers who play a hide-and-seek game in Yew Tee Industrial Estate, only appearing from the bushes when customers approach, this peddler had a different approach.
He 'hides in plain sight' by blending in with the middle-aged men who hang out outside the shops.
Sources told The New Paper on Sunday that the cigarettes were from Indonesia and the peddler collected his stock from suppliers before wheeling himself to Block 271.
In Indonesia, a packet of Marlboro cigarettes costs about $1.50.
Every five minutes or so, the peddler would wheel himself to another shop in the same block or to the open area in front of Block 275.
Wherever he went, smokers gathered around him either to chat or to buy cigarettes.
Around 8pm on Wednesday, the peddler bought a Chinese newspaper from a shop in Block 275 before resuming his trade in Block 271.
We observed last weekend that he would pack up at about 10pm, when his cigarettes were sold out.
Customs officers arrested him on Thursday after being tipped off by The New Paper on Sunday.
They found 92 packs of contraband cigarettes on him. During a search of the man's flat in Bukit Batok, the Customs officers found and confiscated another 1,076 packets of duty-unpaid cigarettes.
Handicapped man will be fines = 1,076 + 92 = 1,188 x $ 500 = SGd 594,000 FINE !

Customs officers also fined a man $500 after he was seen buying the illegal smokes from the peddler.
A Customs spokesman said that from January to May this year, it foiled 455 cigarette smuggling attempts and seized 1.65 million packets of illegal cigarettes.
A total of 478 persons were charged in court, of which 248 were arrested for selling illegal cigarettes. During the same period, 3,051 buyers were fined.
If convicted, the peddler could be fined up to 20 times the amount of tax evaded, or/and jailed.
For possessing a packet of duty-unpaid cigarettes, buyers can be fined up to $500 or prosecuted in court.
Storing, possession and dealing with duty-unpaid cigarettes are offences under the Customs Act.

KUALA LUMPUR - A RELIGIOUS court in Malaysia has sentenced a tearful Singaporean Muslim model to six strokes of the cane after she drank beer in a nightclub, reports said on Tuesday.

Kartika Sari Dewi Shukarno, 32, pleaded guilty to consuming alcohol at a hotel nightclub in the eastern state of Pahang last year, the New Straits Times newspaper reported.
