Personally, i think the most evil person will be Adolf Hitler - he has directly and indirectly caused the deaths of so many people - including those caused by the Japanese.

If not because of him, Josef Stalin won't have resorted to what he have done. not to say, independently Josef Stalin is an angel but actions and reactions...

Er... nope. Stalin started his murderous rampage way before Hitler and went on long after. Hitler was a late adopter in this game and didn't play his game right. Stalin, on the other hand, died at the peak of his power.
