樓市去年中開始下滑,數年前提出細價樓爆煲論的紀惠集團行政總裁湯文亮認為,市場已有防範警惕,爆煲論已是過去式。而近期樓價雖回穩,但他仍睇淡後市,實際走勢要看發展商推盤取態,估計整體樓價今年下跌8至10%。

湯文亮稱,一五年提出爆煲論後,樓價在數月間下跌一成多,不過,到了一六年市民開始「啱價就買」,直到去年八月跌市前,已升價三成。樓市經過多月下調,近期氣氛有改善,市場普遍指出是購買力積聚,令市場有小陽春。

現非上車時機 遲買更佳

不過,他指出,地產商推盤並沒有足夠信心,以低價推出或有理想銷情,但若以市價銷售,最終反應不佳,就會令人覺得該樓盤「無人買」,故大家都按兵不動。估計樓價仍會向下,納米單位今年樓價下挫20%「走唔甩」,同時目前並不是上車時機,愈遲買樓愈好。

他認為,現時樓市危機來自較細小的樓宇,因為買家選擇該類單位,原因是樓價較低,加上首期不足,打算先上車慢慢再部署換樓,但細單位在市場上轉售較為困難,特別是納米單位。回顧過去,細面積單位樓價往往跑贏大市,個別呎價更可媲美豪宅,只是售價較低令市民可以上車,值不值得就真的見仁見智。

湯又指,時至今日,市場發覺納米樓真正用途並不踏實,入伙前還有憧憬,收樓後「家具都唔知擺邊,唔好話住一世,十年八載都唔得」,最後更可能變成「儲物屋」,平買貴用並無意思。不少業主持貨屆滿辣招期就出貨,更有部分要蝕使費,反映細戶樓價近年的三成升幅,最終變回「零」,連個別發展商都不看好。

事實上,樓價相比去年高位已回落一定幅度,對於現時是否置業良機,他認為不需要急,因為還有很多樓盤會推出。同時,公營房屋也不失為好選擇,資助房屋質素已提高不少,不像過往與私樓有較大差別。

他表示,「不希望看到年輕人為了層樓太辛苦,自己亦不是成日唱淡」,又提醒市民有能力買樓無問題,但無能力就只是買筆債。

須確保供應足 籲撤SSD

湯氏又稱,樓價不斷上升主因是供應不足,而政府其實已在這方面訂下不少大型計劃,方向正確。不過,作為有盈餘的城市,不是派錢就可解決問題,要有長遠目標,供應要有持續性,不能有些微下跌便叫停。

至於政府近年亦推出不少樓市調控措施,包括推行三辣稅。他指出,其中額外印花稅(SSD)應要撤回,因為有些買家心急上車,買樓後卻供不起,應給這類做錯決定的人逃出生天。

他不擔心會令炒家重現市場,因為保留買家印花稅(BSD)及雙倍印花稅(DSD),已有足夠阻嚇性。被問及會否有買家以首置名義不停短炒,他指「得一個名,一年炒三次都唔驚,每次都要畀稅,咁叻你都抵賺啦。」
