中国台湾网9月25日讯 台湾地区前领导人马英九今天（25日）在岛内的东吴大学发表题为“如何因应当前外交危机”的演讲时表示，蔡英文执政在推动“去中国化”，尤其“教育部”改的课纲内容愈来愈远离“中国”，让人觉得他们骨子里就是在搞“台独”。不过，“台独”这问题虽无法靠强大力量阻止，但可以慢慢化解，这是做得到的。
据香港“中评社”报道，马英九还嘲讽起了绿营。他指出，有人说如果“邦交国”全没了台湾就可以宣布“独立”了，这真是“头壳坏掉”了，怎么会有这种想法呢？
与“邦交国归零等于台独”这一观点相反的是，台前外事部门负责人欧鸿炼21日表示，蔡英文批评与台“断交”的“邦交国”愿做中国大陆“棋子”，但讽刺的是，自己却甘愿做美国棋子被利用。当台当局“邦交国”“断”光，就是中国大陆完成统一时刻。
在演讲中，马英九提到，台湾“外交”陷入危机，就是因为蔡英文拒绝“九二共识”，又在推动“去中国化”，并被大陆认为介入了香港“反中”抗争。
他指出，“去中国化”主要就是课纲问题，因为“教育部”订的内容愈来愈远离“中国化”，说“台湾未定论”，在国际上根本早就没有的事还在强调，让人觉得他们骨子里是否在搞“台独”。他不喜欢扣人帽子，“台独”这问题无法靠强大力量阻止，但慢慢化解是做得到的。
他说，他任内提出“九二共识”“外交休兵”“活路外交”，这是他8年没有“外交”危机的重要原因。他执政时的“内阁”并没有什么了不起，也是经过摸索，才摸索出一条可行之路，如果照办的话情况不会这么坏。
马英九指出，蔡英文当选时，2016年3月他曾在台北宾馆与她会面，还提醒她“外交”要小心；但她自认她是经由民选产生，所以大陆会“靠”过来。然而事实并没有。她竞选时还批评说马的“外交休兵”是“外交休克”，可是他8年没什么休克，但她上任3年多就休克7个。
马英九表示，他不愿嘲笑或讽刺蔡英文，但这很现实，难道不能维持住这些“邦交国”吗？
