Claiming that the Singapore model for arms procurement is copied by other countries. Problem with that comment is that no one really knows what the Singapore model for weapons procurement is. There is no transparency in the procurement process, no independent oversight, and no clear stated objectives for the military. The entire military budget is shrouded in secrecy and has never been audited. In fact, the SAF will not even state who their enemy is and who they are buying weapons to defend against. Their purchases make no sense unless its buying for the sake of receiving bribes.

Let me try again. What you have cited are extremely rare. The arms industry is one of the cleanest sectors in the free trade world. Second only to the pharmaceutical and charity NGO sectors


Investment banking and insurance industry even cleaner. In fact since MAS introduced the FA Act in 2002, hardly a single agent outside the banking sector has been prosecuted for mislabeling a product.

By the way, the Arms, pharma and charity NGOs sectors are some of the dirtiest you can find and the Germans and French are the leaders in this. Siemens was at one time barred from tendering in Singapore for a number of years for bribing.

The frequent joint exercise with the Indon and some recent ones is to gauge their senior military leaders line of thinking on this as they are tenured unlike politicians.

Deterrent better than using the actual weapons.

No defence co-production with India until ban on ST Kinetics lifted: Singapore

While Singapore is open to the idea of defence co-production with India, it will not explore any such opportunity until the government officially lifts the ban on Singapore Technologies (ST) Kinetics, Singapore's leading defence firm, for its alleged involvement in the 2009 Ordnance Factory Board bribery scandal.

Top sources confirmed to TOI that this had been conveyed to the government at the highest level by Singapore after India brought up the possibility of joint manufacturing of defence equipment by the two countries.

In an attempt to boost his Make In India initiative, sources said, PM Narendra Modi had himself discussed defence co-production between India and Singapore in his meeting with his counterpart Lee Hsien Loong last month.

Singapore's position is significant as it otherwise figures prominently in some of Modi government's flagship schemes including not just Make in India but also Smart Cities. The two countries signed the revised Defence Cooperation Agreement in 2015 and have, as the two prime ministers noted in a joint statement last month, made significant progress in defence cooperation since then.

"It's more about what Indian law requires than about what Singapore wants. It is India which is seeking defence co-production but this cannot be possible without the involvement of Singapore's main defence company," said an official who did not want to be quoted.

Earlier this year, in June, the two countries had their inaugural Defence Ministers' Dialogue which saw them exploring new areas for bilateral cooperation. The joint statement issued after the Modi-Lee meeting also noted the convening of the first Defence Industry Working Group in May 2016, the continued progress in cooperation in defence RnD and technology, regular joint military exercises and training between armies, navies and air forces. The two countries have also looked to facilitate service-to-service cooperation, naval ship visits and sharing of white-shipping information.

Defence co-production though is likely to remain elusive with Singapore insisting that the defence ministry remove the ban on ST Kinetics. The Singapore firm was among several other foreign firms which were proscribed in 2012 for 10 years.

The ban in 2012 followed a CBI chargesheet against then director general of ordnance factories Sudipta Ghosh for seeking "illegal gratification" from defence companies.

ST Kinetics had later filed a writ petition in court seeking to challenge the ban which prevents it from entering into any business deal with Ordnance Factory Board for 10 years. The company was in the running for contracts to supply howitzers and all-terrain vehicles when it was banned.

Earlier this month, the defence ministry was said to have approved a new policy for blacklisting which seeks to do away with earlier 10-year bans and instead proscribe firms only for 1 year at a time. Diplomatic sources, however, said this had not yet been communicated to Singapore authorities.

Didn't STKinetic ban from bidding for Indian military contracts due to being caught in the act of giving kickbacks to Indian army procurement officers?

As to we bribing, our Arms industry like all others are just as corrupt. Note the recent cases of ex and retired ST people going to jail. Lets not forget Keppel and Brazil. We use FT cut-offs when dealing overseas.

More shit spewing from your mouth again? U think Marcos can just hoped into this helicopter you are talking about, accept Old Fart's offer, and then fly to Singapore? I don't know any helicopter in the world back in 1986 that can fly a 2400km trip, fully loaded. Do you?

Marcos was being overthrown, his palace was being stormed, and hundreds of thousands of people were in the streets looking for him. That is why he had to flee. Under such circumstances, he could not even trust to board PAL flight for fear they will turn him in and he couldn't even trust his own military anymore. That is why the US had to evacuate him to Clark AFB and then to Guam in USAF C-130s, and finally to Hawaii in USAF C-141s. Unless Old Fart had a RSAF C-130 warming up on the tarmac of Manila International waiting for him, there is no way Marcos can take that offer. And there is nothing in it for Old Fart. Why incur the wrath of a ASEAN country by offering refuge to the big Corruption of the Philippines? The only way Old fart might have done that is if Marcos gave him some gold bars, but the US were going to get him out for free. Your mythical offer never happened.
