with effect from 26th Aug, all Ministries will enforce the 5 day working week, ban all activities during weekends, enforce all leaves, off-in-lieu to be taken, and approve all childcare leaves, and maybe even throw in a mandatory childcare leave period for both male and female officers :p:p:p

That's what is desired. It is unlikely to be achieved. Smaller families is the trend in modern societies. Unless the society bucks the trend to show they are pliantly submissive to the rulers wishes.

Gahmen should allow marital affairs in offices and banned the use of condoms for these affairs.

Ban condoms, ban abortions. Encourage and organize mass sex orgies like those in Japan.

Like that don't want babies also cannot.

One of the best solution is solve Housing problem!
Many people after ROM no house. Have to wait BTO normally 4~5year after ROM. Imagine 4~5 year live separately mostly will end up divorce or live with in law there will have some% will divorce due to conflict with in law.
Best solution
1. Allow single age 25 and above to buy HDB new or resale. If both single married they will have to sell one off to gov/open market. They will not entitle to grant anymore if they already take up grant during their single name buy HDB. This will reduce divorce rate >>>>will keep birth rate up certain %.
2. Maternity leave 3~4month max.(dont be stupid AWARE asking for 6 month even paid by gov. no one want to employ female lady) Paternity leave 5~10 days quite reasonable.
3. Child care leave 6 day max dont increase anymore.
4. Made all gov school for primary and sec all free education. ITE/Poly/University subsidy up to 80%.
5. Child care be more affordable have min range from $200/month. Those willing to pay private $1500 is their own choice.
6. Birth in gov hospital FOC. Waive all the hospital fee if the child is citizen. Those give birth in private is their own choice.

Japan orgies mostly end up with Bukkake, still wont give you babies.

Your suggestions is really good ! But all the FOC stuff $ must be coming from somewhere, end up will be LPPL !

Money is there only need to cut from some department have too much money to spend eg Mindef/NEA/LTA with have too much surplus on budget.
 
They should enforce a closing of all shops in Singapore on Sunday.

No shopping nothing to do so make babies loh!!!
 
No use Ang Moh country close shop early weekend close same decline birth rate.
Just like I said just let single 25 and above to buy HDB BTO. So by average 28~30 they can married and have proper home.
