Okay, so the first TCM report shows that all PAP TCs performed very well, while the two opposition TCs are lagging at the bottom. I am not surprise by this result given the inspection process detailed below. Firstly, most of the PAP HDB estates are undergoing perpetual upgrading works, so a large part is excluded from the inspection. Second, how certain are we that PAP TCs are not being tip-off so that they can clean up the estate by 10am before the arrival of the inspectors. If this is happening, then we may see a situation where PAP TCs will only do rigorous cleaning and maintenance before inspection day in order to get a pretty report to brag about, while neglecting their estates for the rest of the period.

The "Maintenance" and "Cleanliness" indicators under the TCMR provide residents with an objective assessment of the state of cleanliness and maintenance of their estates. HDB officers collect data for these two areas of assessment.
To ensure that the estate inspections are fair and transparent, the following parameters are adopted:
* The inspections will cover the common areas of HDB residential/commercial blocks that are managed and maintained by the respective Town Councils.
* All eligible blocks will be inspected at least once per Financial Year.
* Blocks that are undergoing Repairs & Redecoration (R&R) and/or Upgrading Programmes will not be included in the inspections as the improvement works to the blocks are in progress.
* All Town Councils will have blocks inspected every month.
* The estate inspections are carried out on weekdays (except public holidays) after 10am to provide a window for Town Councils to carry out cleaning and maintenance prior to the inspection.
