Looks like preparing for "world wide war" coming in 2011/2012.
Very prescient of them!
Except....how many foot soldiers singapore has that can actually hold ground that must be held to prempt an enemy...
you can bombard a place with arty, sent air strikes on the place and use naval guns/missiles from sea at the place...but u still need the bloody poor infantry to hold the place!

No idea why need so much for defence but I suspect most of this $11B flows to all the many Singapore Technologies companies and helps keep them afloat.

Probably going to the defense contractors like ST, millionaire scholar generals, commission received by friends of the PAP,....
11.4 billions is alot of peanuts even for the greedy gorillas in the PAP.
Why place the responsibility on the opposition when there are only 2 of them

Defend budget is the highest should be cut 30~50%. Use the money for education,transport and healt care.
Wasting money to create weapon and in the end when not using after 30 years still need to spend money for scrapping.

Go check out the Myanmar army weaponry. Anyway, that's why there's such a profession called arms dealer. They somehow come up with acceptable end-user certificates. How the arms somehow end up in undesirable countries is not a problem for the original manufacturing country.
LKY is smart enough to buy yankee cooperation by helping US companies. Temasek was one of the first in line to bail out those US companies in trouble
SAF has spent alot of $$$ on unnecessary american toys. They could have saved money buying soviet or chinese weapons,
All that $$$ has bought some american friends
