Hands-only CPR is the latest recommendation to help an adult who suddenly collapses (due to cardiac arrest). Even if the adult is not breathing there is still enough oxygen in the lungs and blood to keep the vital organs going for a while if you keep the blood circulating. It can be used when proper help (with the right equipments) is on its way.

It is not meant for cases like drowning etc when the oxygen level in the person has depleted.
