Money could be better spent in awarding scholarships to these deserving foreign talents to study in NUS & NTU, as money will eventually be generated into the Singapore economy. For example, foreign students in NUS will rent a room in Clementi, spend their pocket money in NTUC and patronize the hawker centres etc...
Unfortunately, our government is so philanthropic towards foreign talents that it insists on not fully subsidizing local students in their tertiary education. School fees are raised every year and lots of Singapore graduates are in debt before they complete their education. On the other hand, public money are spent on foreigners, who have not served a single day in National Service. It has been a norm for scholarship awarders to scrutinize every finest details of the Singaporean's national service records during interviews.
Young Singaporeans are the future pillars of the society. It has been a norm that they've to fight for survival in this rat race not among Singaporeans, but against foreign talents too. We can find that SAP schools are filled with foreigners etc...
