There must been a fair amount of negotiation before this compromise was struck. He is young and if he quits, it would reflect badly on the PAP and will certainly impact future recruitment. The PAP is merely trying to retard an inevitable decline. They cannot raise the nation. In the meantime the elite will boost their wealth at the expense of the rest. All this while the idiotic 70% will give them mandate after mandate.

There were 2 non-MP speakers during the pre/early years of independence. Legally speaking, one does not need to be an MP to be nominated for the speakership though in practice almost all of them were.
As for TCJ's "soft and flaky" disposition, it pretty much applies to most of the candidates in the running for future PM anyway.
Oehlers, Punch and AP were not MPs. The constitution still allows it today.

TCJ I agree was not PM material but certainly political asset and cabinet material compared to some of his colleagues including his successor, Desmond. Th word is "God and values" has got issues with some cabinet decisions.
