that part of the constitution has changed. no more automatic. posted it years ago on sbf with reference to the change in constitution. not going to repost again and again. the new nationality law of the prc is adopted at the 3rd session of the 5th national people's congress, promulgated by order no.8 (not 66, nor 666, nor 69) of the chairman of the standing committee of the npc on and effective as of september 10, 1980. nearly 37 years ago.

This one refers to 华侨人 living outside China can only apply for Chinese cards. The lost sheeps.
