SINGAPORE - A total of 36 buildings here, including an industrial complex in Toh Guan Road where a fire broke out in May resulting in one death, are using external cladding that may not adhere to safety standards in the Fire Code.

Of these, 15 are confirmed to be using combustible cladding that allow flames to spread quicker than they are supposed to.

Other affected buildings include the new Our Tampines Hub, parts of Singapore Polytechnic and luxury condominiums The Peak@Cairnhill I and II.

Preliminary police investigations found that they all use composite panels from American brand Alubond, whose local sole distributor had mixed up panels of differing standards at its warehouse. This means that the buildings could be using on their external walls panels that have less stringent flame spread standards.

A police report has been lodged by the Singapore Civil Defence Force (SCDF), according to a joint media briefing by the Ministry of Home Affairs (MHA) and SCDF on Thursday.

In a press statement, SCDF said that it has "assessed that all the buildings are safe for occupancy, and is working closely with building owners to rectify the improper use of composite panels on their building within two months".

Among the 41 buildings in Singapore found to use Alubond cladding here, five have passed SCDF checks carried out over the past two weeks, while 21 are still not yet tested.

The Straits Times understands that the distributor, Chip Soon Aluminium, has ceased supplying Alubond here. It was first brought in from 2011.

The full list of buildings which are found to have failed the test, or are untested but publicly accessible, will be published on SCDF's website.

The Toh Guan fire, which occurred in May, preceded two major fires in London's Grenfell Tower in June and Dubai's Torch Tower earlier this month (Aug).

While the London fire brigade has yet to release its findings, reports attributed the spread of the Grenfell and Dubai fires to the use of combustible external cladding.

On Wednesday, ST found that the cladding panels at 30 Toh Guan Road have been removed. This was carried out some time last month, said tenants, adding that they were assured by the building management that the building is safe for occupation.

In response to queries from The Straits Times, the building owners of 30 Toh Guan Road claimed that the cladding panels were installed "in compliance with then-existing fire safey guidelines".

Said Mr Adrian Chui, chief executive officer and executive director of ESR Funds Management: "As a precautionary measure, we have decided to remove the cladding from 30 Toh Guan in consultation with SCDF to ensure that business operations could resue as soon as possible.

"We welcome any initiatives that would improve fire safety standards in Singapore."

A coroner's inquiry will take place later this year to look into the death of Madam Neo Siew Eng, 54, who worked on the fifth floor of 30 Toh Guan Road.

The case is the only one, out of 19,013 fires from January 2012 to June 2017, to involve the external facade.

Only a small number of Housing Board flats use composite panels for cladding of lift shaft exteriors. They have been assessed and found to be compliant.

SINGAPORE — Chip Soon Aluminium, the local distributor of the two models of composite panels from the Alubond brand, said on Thursday (Aug 24) night that it was “shocked and dismayed” that its products did not meet the Singapore Civil Defence Force’s (SCDF) fire safety requirements.

The SCDF had said earlier that the distributor sold two models of composite panels from the same Alubond brand: FRB1, which is certified as Class ‘0’ for use as cladding on external walls; and FRB2, which is certified as Class ‘1’ for roofs and internal walls.

SCDF’s fire code requires composite panels used as cladding to be either non-combustible or certified as Class ‘0’.

In its statement, the SCDF also noted that the stocks of Alubond model FRB1 “were also not uniformly of the required standard”.

In its statement, Chip Soon said: “We have been shocked and dismayed to learn from the SCDF that they believe the FRB1 and FBR2 may not be of the requisite Class ‘O’ standard ... as we have always believed these products to be fully compliant and properly certified. We understand from the manufacturer that these products have been used for building cladding in other countries.”

It added that the products are manufactured by Eurocon Building Industries FZE in the United Arab Emirates.

“As a reputable home-grown Singapore company, we take the SCDF allegations very seriously and we are conducting our own investigations into the products as well as the manner of their supply.

“In particular, we are demanding a response from the manufacturer of the products on the products’ compliance with the appropriate standards.”
t added that the company will not be supplying these products “until these issues are satisfactorily resolved”.

Chip Soon said it is “actively cooperating with the SCDF and the authorities, and will continue to take steps necessary to ensure public safety”.


In its statement, the SCDF said up to 40 buildings in Singapore may have cladding made from materials that do not meet its fire safety requirements.

The matter came to light during investigations into a fatal fire at Toh Guan Road on May 4, which revealed that the cladding used on the building’s external walls was not non-combustible or certified as Class ‘0’ standard.

I had SCDF coming when the time is ripe for their annual bonus to inspect a building, I once managed. To make their trip beneficial to their masters....they must make some money....once , we were fined $500 for leaving a cupboard in a stairwell, not to go into a long story...that was a "honest mistake" by us.

So, it was their honest mistake to use non approved cladding, who had been 'greasing palms'?..anyone sacked or did any one in "approval" committed harakiri?. For example, if it was us, who installed those claddings...you bet, it will be "pay day" in fines & increase in bonuses...

Note also the report says that they made a police report suggesting that something untoward had happened and therefore not their fault. SGH also lodged a Police report when 8 patients died from infection claiming sabotage when the final investigation showed that is was poor hygiene practices. The Police also found traces of germs all over the ward, the medical trolleys etc. Kidney transplant patients are highly vulnerable to infection as their resistance is low as medication is given not to reject the newly received organs. In the end no one got sacked as the cluster head is Ng Eng Hen's wife.

SCDF comes under Shan so this too will be buried. Watch he will remain silent.

They give people impression that, when money is to be made or collected, fame & glory, food & beverages present...they will be there. Taking for failures , mishaps or breakdowns...it is usually the 'small man' fault. Then again, if that Fires Station was managed by any oppositions...Hell will break loose, all the media will choose to print & broadcast the 'crime'....& minister, will 'challenge' the oppositions to come clean or commit harakiri...
