  路透社8月10日报道称,据媒体报道,中国将向马来西亚提供先进的火箭发射器和雷达系统。此举可能引发新加坡的安全担忧。

  新闻门户网站——马来西亚洞察力网站援引一名不愿透露姓名的消息人士的话报道称,该武器项目是由一个中国官方访问团提议的,该访问团9日在马来西亚出席了一个由中方承建的铁路项目的启动仪式。该铁路项目投资达130亿美元。

  消息人士对该网站说,中方将向马来西亚提供多达12套AR-3型多管远程火箭炮系统,该采购合同可获得为期50年的贷款。贷款的数额和该武器系统的价格并未被披露。雷达系统的型号也未被透露。

  新加坡《海峡时报》10日援引马来西亚政府的一名资深消息人士的话报道了此事,并称马来西亚总理纳吉布与中国官员在该铁路项目的动工仪式上的谈话中“稍稍触及了”这一采购项目。

  在被路透社记者问及有关中方提出的这一武器项目时,马来西亚财政部秘书长依尔万说:“这是我第一次听说此事。”

  由于新加坡认为中国在南中国海问题上进行了不当干预以及新加坡与美国和中国台湾存在着密切的防务关系,最近几个月中国与新加坡一直关系紧张。

  AR-3型多管远程火箭炮系统是由中国制造的,主要用于出口。它于2011年首次投入使用,并被视为是最强大的多管远程火箭炮系统之一。

  去年,马来西亚还签署了一项协议,从中国采购4艘滨海任务舰。

The recent collision between the Arleigh Burke destroyer USS McCain and an oil tanker near the Pedra Blanca lighthouse is an example of the very poor optics the PAP has presented to the PRC. The PAP open legs policy towards the US is going to cost us one day. It did not cost us when China was a 3rd world communist country going thru the cultural revolution, but things are different now. They have money and power and influence.

Here, we have a very high tech and deadly guided missile destroyer headed into Singapore for R & R and refueling and replenishment. The stupid ship collides with an oil tanker. 4 seriously injured sailors are airlifted to Changi Hospital and 10 sailors are missing. The Malaysian navy was closest to the McCain, they claim their KD Hnatalan ( a Spica class fast attack craft/ missile boat) was only 3 miles away from the McCain when their distress call went out. The malaysians claim that the McCain was actually in their territorial waters since it was off the coast of Johor, but the RSN claims the McCain was in singapore waters. Given that singapore waters is let's say pretty much non existent, I tend to believe the Malaysians on this. So, basically the RSN came along and took over the search and rescue operations, and the evacuation of the injured McCain sailors and escorted the McCain into Changi Naval Base. A strong case could be made that since the incident happened in malaysian waters, the malaysian navy should be the ones doing all this. It goes without saying that since the McCain was headed to singapore anyway, they should just continue there on their own power. And SIngapore does have extensive facilities that can repair the McCain.

The Chinese must be looking at all of this with some level of envy. They wish that their own navy ships can regularly have port visits in singapore, and wish that and wonder why they are not allowed this same level of courtesy and access given that already 1 million of their own citizens are in singapore. They also wish that their ships can be repaired in singapore if they suffer any sort of damage via combat or otherwise, and that their ships can be replenished and refueled in singapore. Given that this is not possible, the next best thing would be to become best friends with Malaysia. Money talks and the Chinese have plenty of it. The chinese could offer to build the malaysians a brand new naval base anywhere they want and must be considering an offer about now. Will the PAP have the ability to keep us out of a potentially bad morass? who knows?

KUALA LUMPUR, Aug 21 (Reuters) - A collision between a U.S. warship and an oil tanker near the Straits of Malacca on Monday has shone a light on a territorial dispute that has simmered between neighbors Singapore and Malaysia for nearly 40 years.
The guided-missile destroyer USS John S. McCain collided with merchant vessel Alnic MC to the east of Singapore, while heading to the city-state for a routine port call.
Ten U.S. sailors are missing and five were injured in the collision, which resulted in significant damage to the hull of the U.S. vessel and the flooding of some of its compartments.


Singapore and Malaysia both said the incident took place in their territorial waters, as the warship and oil tanker collided near the rocky outcrop of Pedra Branca, an area that has long been contested by both countries.
Both countries said they were leading the search and rescue operation for the missing sailors.
Singapore was once part of Malaysia but they separated acrimoniously in 1965, clouding diplomatic and economic dealings for years.
The International Court of Justice ruled in 2008 that Pedra Branca, which means "white rock" in Portuguese, belonged to Singapore and a nearby feature called Middle Rocks belonged to Malaysia.
Malaysia sought a review of the ruling this year, reopening the dispute.
The Maritime and Port Authority of Singapore (MPA) said it was notified just before dawn of the collision in "Singapore territorial waters" in the Singapore Strait, and Singapore was leading the search and rescue operations.


Malaysia insisted that the incident happened in its waters, just miles off its southern state of Johor.
Malaysia's navy chief, Admiral Ahmad Kamarulzaman Ahmad Badaruddin, told Reuters the KD Handalan was the first to respond to the distress call from the U.S. ship.
"KD Handalan was just three miles from the USS McCain when it first received the distress call," he said.
Malaysia's Maritime Enforcement Agency Director General Zulkifili Abu Bakar told reporters Malaysia disputed Singapore's assertion that the accident happened in its waters.
He said the Malaysian search and rescue operation was independent of Singapore's and Malaysia had not communicated with its neighbor about the incident.

"What is important is, we do not want to have another collision between assets on the ground," Zulkifili said. "For the time being, we shouldn't be arguing about whose waters it is, the most important thing is to focus on search and rescue."

The Malaysian navy assigned four vessels and a Super Lynx helicopter for the search and rescue, while the Malaysian armed forces and maritime authorities also deployed more assets. The Indonesian navy said it had deployed two warships.
The U.S. Navy said Singapore and U.S. assets were involved in search and rescue. It said in a statement late on Monday that Malaysian navy vessels and a helicopter had joined the search in the afternoon and Admiral Scott Swift, commander of the U.S. Pacific Fleet, thanked Malaysia for its "great support."
