Railway operator denies system is ageing and claims talk of a fine is premature

The MTR Corporation is launching an independent probe into the signalling problem on its Kwun Tong line that led to a more than 10-hour service disruption on Saturday.

MTR CEO Lincoln Leung Kwok-kuen said on Sunday he “sincerely apologised” to passengers affected by the inconvenience.

Leung said the company would set up a high-level panel to look into the issue and that outside consultants would be invited to sit on the panel.

He did not, however, specify a time frame.

MTR operations director Adi Lau Tin-shing claimed on Sunday that his staff had worked round the clock to try to ascertain the cause of Saturday’s incident.

“Initial results of the investigation showed there was an intermittent signalling data transmission issue, and some seven switches were affected,” he said.

Lau added the signalling system at the Kwun Tong station was highly complex and this was why it took a long time to resume service.

He denied the signalling system at the station, which had been in use for more than 20 years, was ageing. He said the company last year spent HK$8 billion on system maintenance and upgrades.

Lau also claimed it was premature to talk about the amount MTR Corp should pay as a fine for the service disruption.

Earlier on Sunday, MTR engineer Wong Yuen-wood, also chairman of the Hong Kong Railway Professionals Union, claimed he learned the three computer systems that controlled the “interlocking” had broken down around the same time.

In railway signalling, interlocking is the ordering of signal apparatus to prevent conflicting movements and avoid danger. This is achieved by arranging tracks in certain ways, such as through junctions or crossings.

Interlocking is designed so that it is impossible to display a signal to proceed unless the route to be used is proven safe.

Because of the fault, the MTR had to switch to manual control of the system, thus causing delays. Service did not return to normal until after 9.30pm Saturday.

The MTRC did not comment on Wong’s claims.

The incident on Saturday was the latest in a recent string of problems affecting the railway system.

In April, a service delay of more than two hours hit the Kwun Tong line because of a power fault.

Deputy chairman of the Legislative Council railways matters subcommittee, Edward Lau Kwok-fan, of the Democratic Alliance for Betterment and Progress of Hong Kong, urged the MTR Corp to step up its inspection and maintenance.

The Kwun Tong line is one of 10 main commuter lines operated by the MTR. It commenced operation in 1979.

Power supply failure delays Hong Kong MTR trains during Friday night rush hour

The MTR’s Tsuen Wan line was hit by service delays for about one hour on Friday afternoon due to a power failure at the start of Hong Kong’s evening rush hour.

From about 5pm, trains on the line running between the western New Territories and the heart of Hong Kong Island arrived at stations every four minutes, the MTR Corporation said.

The company said the delays had been caused by a power supply failure between Mei Foo and Cheung Sha Wan stations in Kowloon, leading to train service intervals of 10 to 15 minutes along the line.

Trains on the railway system’s Kwun Tong and Island lines adjusted their departures in light of the delays.

The MTR announced it had resolved the power problem at 6.15pm, but large crowds crammed station platforms for some time after.

At Prince Edward station, commuters boarding a train to Tsuen Wan comprised half the platform. And in a scene that played out throughout the railway line, passengers at the back of the queue pushed those lined up in front of them as those inside the train pushed back to get off.

A commuter surnamed Suen claimed he had to wait for four trains to pass through Prince Edward Station before he could board one.

“It’s always like this,” he said of the MTR train delays. “What do you expect?”


Suen estimated travel time would be delayed by up to 20 minutes.

The railway operator has had frequent service breakdowns in recent months. In May, its East Rail line service was disrupted after an overhead cable near Hung Hom suddenly snapped, stranding thousands of passengers during the evening rush hour.

In April, equipment failure on a train on the Tung Chung line caused 12-minute service intervals.

In February, South Horizons station on the South Island line was closed for four hours because of flooding caused by a burst water pipe.

Singapore does not need independent probes because it has an excellent system of "ownself check ownself".

This superior system ensures that no stone is left unturned and that accountability for any shortcomings is clearly identified and dealt with. This methods enables the organisations to identify the actual person who screwed up ie the mechanic, technician, part time assistant etc.

On the other hand most other countries simply gloss over the real cause of adverse issues and will put on a wayang show of the top man falling on his sword. This approach, while appealing to the public's baying for blood, does not address why things went wrong and does nothing to serve the long term public interest.

Have you taken the mass rapid trains, in KL, Bangkok, Taipei, HK etc...before, you go sucking eggs again??. I have & many others have too, in the other mass rapids all over Asia...all have their merits & shortfall...

HK MTR & Taipei ones...have betting timings...for the recent signal failure on the HK MTR on such a large scale...is an extremely rare occurrence , if this was Singapore...the cow$8...will " challenge" you & come out with excuses like..." we are testing the signalling systems"....in other countries, the CEO will commit harakiri & bet ya!...junior staffs, will have their head ' shorn'....

trying very hard to refrain from saying "told you so." over the course of the next 6.9 years the sg mrt will prove to be better considering that the hk mtr is reaching the critical "maturity" period where track, power, and the signaling system go through a whack-a-mole death spiral despite a religious maintenance regimen. worst is when they cannot pinpoint the real root cause, not the bs root cause that they dish out half-assed to the pubic.

Unrealistic to expect any train system to run without the occasional breakdown and delay.

But I'm sure Hong Kong's independent inquiry will be more independent than Pap's dog and pony shows.
