That guy is most likely a gay. No normal guy would do something like this.
It has been noted that this guy has mental issues.
In Spore we had a number of similar cases some were so called scholars from Astars.
Its when he sits on the bench.
He should carry a pair of shorts with him and sit on it, that should allay your concerns.
