SINGAPORE: Professionals, managers, executives and technicians (PMETs) who are out of a job will receive help getting back into the workforce and wage support under a new scheme launched by the National Trades Union Congress (NTUC) on Thursday (Jul 27).

Named the Returner Work Trial, the scheme provides employment opportunities for local PMETs who have been unemployed for at least two years.

The scheme is capped at six months, and during this trial period, employers will offer structured on-the-job training for these workers. A training allowance of at least S$2,500 will be paid, and Workforce Singapore will contribute S$1,500 per month while the employer will fork out a minimum of S$1,000 per month.

Those eligible to apply for the trial are Singapore citizens aged 30 and above, have a degree or diploma or previously held a PMET role, and have been out of work for two years or longer. For companies, they must be registered or incorporated here to register as a participating employer.

Employers are "strongly encouraged" to offer options for flexible work arrangements, such as telecommuting, during the trial and upon permanent placement, the press release said. They are also encouraged to offer a permanent position or a contract position of 12 months and above to the PMET at the end of the trial if he or she is deemed suitable.


As an additional incentive, employers get a bonus of S$3,000 if the returning PMET is hired in a permanent or contract position of at least 12 months, and he or she works for three continuous months after the trial. This bonus will be given to the employer at the nine-month mark after the start of the trial, regardless of when the returning worker was placed, NTUC and Workforce Singapore said.

Mr Desmond Choo, director of industrial relations at NTUC, said reintegrating PMETs who took a break from their career into the workforce will help to meet current and future manpower demand.

"The talent in this pool is immense. Much more can be done to value the contributions and sacrifices made by these professionals, so that they can make a seamless transition back to the workforce," said Mr Choo.

Since July, 22 companies have come on board the scheme, offering a total of 80 work trial positions. Mr Choo said he expected this number to increase.

Tying ministers pay to GDP was the stupidest thing ever dreamt up. The assumption was that everybody's pay and wellbeing goes up with GDP. This is how greed blinds.

SDP PROPOSES RESTART TO SUPPORT RETRENCHED WORKERS

When Singaporeans are retrenched, they are left out in the cold with no financial protection. Through no fault of theirs, retrenched workers suddenly find themselves in uncertainty and hardship.$CUT$
Low-wage workers are especially vulnerable as they have no say in company restructuring or the factors that cause MNCs to relocate their operations. This affects even middle-income professionals in the fields of life sciences and hospitality.

Unexpected lay-offs cause severe strain on the entire family with serious social repercussions. Even though income stops, the bills don't. The family still needs to eat, children still need to go to school, and electricity bills still need to be paid.

On the other end, when CEOs and top managers are let go, they are given golden handshakes, sometimes worth millions of dollars.

To remedy such an imbalance, the SDP proposes a retrenchment insurance scheme called RESTART (Re-Employment Scheme and Temporary Assistance for the ReTrenched) for our workers who find themselves laid-off from work.

Here's how it works:

If a worker is retrenched, RESTART pays him/her 75% of last drawn salary for 1st 6 months, 50% for 2nd 6 months, and 25% for final 6 months.

The payout stops once the individual is re-employed or 18 months after retrenchment.

The payout capped at the prevailing median wage (which is $3,770 as of 2014). This means that a retrenched employee earning $3,200/month would be paid $2,400 for the first 6 months and so on whereas an employee earning $5,000/month would get paid 75% of $3,770 for the first 6 months.

MOM will assist the retrenched individual to seek re-employment and help match his/her skill- and salary-level to new job where possible.

The individual can reject only up to 3 job offers.

Based on a 5% unemployment rate, we estimate RESTART's budget to be $2 billion a year. This budget will come from

the state (80%), employers (10%) and workers (10%)

employers would match their employees’ contributions dollar for dollar

Such a hybrid system of financing would spread out the fiscal responsibility to all stakeholders.

To prevent abuse of the programme, those relieved of their work due to misconduct, resign from their jobs or worked with the company for less than a year will not be eligible for RESTART.

As the name, suggests, RESTART is meant to provide temporary assistance to retrenched workers and to help them get back on their feet to contribute to the economy. It will help to reduce tension and hardship for families, keeping our social fabric secure and strong.

Everyman had the same sense and it goes by the day as his incompetence is getting clearer by the day. One chap thought that it has to do with his accommodating HC, ST etc over many military contracts that developed a strong bond as a "comrade" He did say it was pure speculation but most of us felt that it is likely and may explain his presence at the funeral.
