The Japanese government has created a nationwide television broadcast advising civilians on how to protect themselves in the event of a North Korean missile attack.

The new 30-second government announcement offers practical tips on the most effective ways to seek protection if a missile is fired in the direction of Japan from North Korea.

It recommends that residents seek shelter in sturdy buildings or underground, as well as hide behind objects, lie face down the floor, stay away from windows and protect their heads if inside a building.

It also confirms that in the event of a missile attack, the government’s satellite-based J-Alert public warning system will inform members of the public through speakers across the country.

The announcement is being aired by 43 television stations across the country between now and early July, while written instructions are also being published in 70 Japanese newspapers, according to Kyodo News.

The government’s decision to issue the safety announcement via the media comes as tensions rise steadily in the region due to North Korea repeatedly flouting international sanctions with increasingly frequent missile tests.

The tests are believed to be part of the regime’s programme to develop an intercontinental ballistic missile, with its technology already sufficiently advanced to reach South Korea and Japan, both home to US military bases.

In April, the Japanese government told regional authorities to hold evacuation drills and also issued survival guidelines to the public, the first instructions from the Japanese government on how to survive an enemy attack since the Second World war.

While the atmosphere in Japan remains warily calm, sales of nuclear shelters and radiation-blocking air purifiers surged across Japan after the prime minister stated that North Korea may have the capabilities to deliver missiles equipped with sarin nerve gas to Japan.

People in Japan have been rushing to buy nuclear bomb shelters and air purifiers because of a fear that North Korea may launch a missile attack without notice.

Now the country's suppliers are struggling to keep up with demand, forcing people onto a waiting list.

"It takes time and money to build a shelter," Nobuko Oribe, director of Oribe Seiki Seisakusho, the company that supplies most of Japan's shelters and purifiers, told Reuters.

In a typical year, the company receives six shelter orders. It received eight in April of this year alone. Oribe's company has also been getting non-stop orders for the purifiers in the last few months.

North Korea's test launches have been getting more sophisticated over the last year. In May, the country launched a missile that climbed to 1,240 feet and flew more than 500 miles during its half-hour flight. It was the highest and furthest missile test the country has ever pulled off.

Analysts have expressed concern that a missile launched at a lower trajectory could fly even further.

A critical consideration for Japan is the possibility the ballistic missiles will come equipped with warheads containing sarin nerve gas. In April, Prime Minister Shinzo Abe announced his concerns about chemical warfare.

Many people responded in panic, rushing out to buy provisions that would shield them from an attack. Oribe's shelters, which are some of the country's best-sellers, can be installed beneath a home and reportedly withstand Hiroshima-level bombs detonated 2,100 feet away.

The company prices its purifiers and shelters based on the number of people they can service. Six-person purifiers cost $5,630, while 13-person purifiers run for more than $15,000.

"A year ago, we were getting maybe five calls a day about air purifiers, but it is thirty a day now", Shota Hayashi, a spokesman for Oribe Seiki Seisakusho, told the Telegraph.

Bomb shelters are even more costly. The largest model, a 13-person unit, goes for more than $223,000.

Japanese citizens that don't have access to a shelter have been told to find cover inside sturdy buildings or underground, if possible. The government has also warned to stay away from windows in the event of a blast.

TOKYO --- Japan is asking Britain to buy its P-1 submarine-hunting jet in a deal that could top $1 billion, a major step in Prime Minister Shinzo Abe's push to arms exports after decades of self-imposed restrictions, people with knowledge of the proposal said.

Britain has not formally decided it will buy new maritime patrol planes, having canceled an order for nine built by BAE Systems in 2010 due to delays and cost over-runs, and the P-1, made by Kawasaki Heavy Industries, would face stiff competition from Boeing's P-8 Poseidon, the three sources told Reuters.

Japanese officials raised the issue of London buying the P-1 to replace the British-made [BAE Systems] Nimrod, which was retired in 2011, when they met their UK counterparts to discuss defense-equipment cooperation at the Farnborough Air Show near London in July, the sources said.

After Abe eased curbs on military exports in April, his Defense Ministry has been looking to tap foreign markets for its cocooned weapons makers, including potential deals to sell subs to Australia and seaplanes to India. A P-1 sale to Britain would be Japan's first major military deal outside the Asia-Pacific region.

Abe wants Japan's defense suppliers to move into the global arms market through tie-ups that will help bring down procurement costs and strengthen the nation's military to counter China's growing military might.

Even if Britain doesn't buy, the P-1 could benefit from being treated as a genuine contender. "If the UK gives it serious consideration, then the P-1 will garner attention internationally," one Japanese source said. (end of excerpt)

(EDITOR’S NOTE: The possibility of this sale is significant because it is the second time Japan has offered to export military aircraft, after its 2013 offer of Shin Meiwa flying boats to India.
On its merits, the Kawasaki P-1 is handicapped by the high fuel consumption of its four jet engines, where maritime patrol aircraft generally have two turbofans (Boeing P-8) or two or four turboprops.
Given the relatively small and confined waters that Britain needs to patrol, an aircraft such as the P-1 seems over-sized.
On the other hand, it is equipped with a magnetic anomaly detector housed in its rear “sting”, which the US Navy dropped from its Boeing P-8 for cost reasons and which is of huge importance for anti-submarine missions.
A low-cost lease is a distinct possibility, however, as it would close a major UK capability gap at an affordable cost, while giving Japan the international recognition it seeks as a source of high-tech weapons.)

After the international debut at the Farnborough International Air Show 2015, Japan will still send its P-1 aircraft to the next Paris Air Show 2017.

According to the program, the japanese-made aircraft will perfom a flying display during the trade days (June 19-22) and not in the general public days (June 23-25).

The Kawasaki P-1 is a maritime patrol aircraft developed and manufactured by Kawasaki Heavy Industries. Unlike many maritime patrol aircraft, which are typically conversions of civilian projects, the P-1 is a totally new aircraft that was developed and manufactured domestically, including the airframe, the engines and the patrol systems.

The P-1 has entered service with the Japan Maritime Self-Defense Force (JMSDF) replacing the P-3C Orion. On 26 March 2013, the JMSDF took delivery of the first two operational P-1 aircraft.

With its latest technologies, the P-1 flies faster and has a greater range and useful load than the P-3C, enabling it to patrol the extensive sea areas surrounding Japan for many hours. It has the distinction of being the first operational aircraft in the world to make use of a fly-by-light control system.

As the successor to the P-3C, the P-1 is used for prolonged, extensive patrols in the sea areas surrounding Japan.

In addition to Japan, a potential new operator could be New Zealand, the government has requested information on the P-1 and Kawasaki C-2 to meet the country's patrol and transport aircraft needs.
