Bikaner: Union minister Arjun Ram Meghwal wanted to make a call -- but he had to climb a tree to do so.

The remote Rajasthan village of Dholia presented a bleak picture of Digital India as the minister of state for finance discovered he could catch a mobile phone signal only after he had scaled the tree with the help of a ladder.

Meghwal had stopped by at the village near Sri Dungargarh town, 85 km from Bikaner, on Sunday to ask the people about their problems.

When the locals urged the 63-year-old minister to direct the chief medical and health officer (CMHO) to appoint a nurse for the local medical center, he asked his assistant to connect him to the CMHO.

When he could not get through to the officer, a helpful man brought a ladder and placed it along a Khejdi tree.

Mantri ji, is par chadiya, tab lagega (Sir, it will work if you climb this)," local BJP leader Surendra Singh, who was present there, quoted the man as saying.

The minister smiled, climbed up the ladder and the call went through, Singh said.

"They made me climb a tree and I can call only from here," Meghwal was hearing telling the CMHO. "Appoint a temporary ANM (auxiliary nurse midwife) here tomorrow."

The locals clapped appreciatively when the minister hung up.

Meghwal later told PTI he had visited the village from Bikaner -- his constituency -- in the general coach of a train to talk to ordinary people.

"I was in the village to speak to the people and address their issues, the former IAS officer said.

He, however, refused to comment on the poor mobile network in the area.

Local leader Ramgopal Suthar said the area had such poor connectivity that people had to climb up trees or go on rooftops to catch mobile signals.

The locals told the ministers about problems related to the poor mobile network, fluoride in water and basic amenities. He assured them the problems would be addressed soon, Suthar said.

Meanwhile, Dholia is to get its nurse.

The minister called me yesterday and the necessary action (for hiring an ANM) is being taken," the CMHO, Dr Devendra, said on Monday.

Meghwal made news last year when he rode a bicycle to Parliament after the Delhi government implemented its odd-even traffic scheme.

The Union Minister was interacting with villagers who were raising various issues faced by them in the area. When the locals alleged that officials in the administration did not respond to their woes, Meghwal tried to call them from his cell phone for an inquiry.

However, he had to set out on a short hunt for mobile connectivity to be able to place the call. The villagers suggested he climb up a tree, explaining that since they faced this issue on a daily basis, climbing a tree helps them find mobile network.

Promptly, a ladder was brought for the minister and when he climbed up, Meghwal found connectivity in the branches of the tree and spoke to officials.

After talking to the officers, Meghwal announced the construction of RO plant for the diagnosis of fluoride water problem and Rs. 13 lakh for the set-up of BSNL and other network towers in the villages.

Bikaner: Union Minister Arjun Meghwal was forced to climb a tree for a clearer mobile phone signal as he experienced firsthand the ground realities of the Digital India dream at a village in Rajasthan. On Sunday, the Minister of State for Finance was visiting a village in his parliamentary constituency Bikaner as part of a media campaign when he lost the network.

He realised it when, while talking to villagers about their problems, he dialed officers but could not get through.

A villager had complained to him about the lack of nurses in a local hospital and he had tried to call a health officer, without luck.

The village Dhoolia, 85 km from the nearest town, is among some 200 hamlets nestled in sand dunes.

The villagers explained to the minister that it was almost impossible to catch signals from there, but they did have a solution.

"Climb a tree," they told Mr Meghwal, who was baffled for some moments. The 62-year-old, who is always seen in his trademark safa or turban, admitted that he couldn't really climb a tree just like that.

A ladder was brought immediately, to help the minister climb with his phone held high. And voila - his mobile phone started receiving signals.

A video of Mr Meghwal talking on the phone to an official while balancing himself on the ladder has been widely shared on social media.

As he completed his call, he climbed down to loud cheering and applause.

What Mr Meghwal had apparently discussed was the construction of a plant to assess water contamination.

After facing the network problem, he also directed the setting up of mobile towers in the villages within three months, at a cost of Rs 13 lakh, and electricity cables.

For villagers used to life without television and proper phone facilities, the minister's visit has been nothing short of life-altering.
