The PAPzis' mantra 'it's not a matter of if, but when', but have so far been proven hollow, and they are worried that terrorists are really not interested. So, they have to provoke some kind of incident to show them to be right.

First, they hosted a visit from Israeli war criminal B Netanyahu, which could n't have gone down well with the Islamists.

Then, they take every opportunity to tell the terrorists that we are not able to foil every attempt, and that they can succeed.

So, this is not new.
