  不论世界上的“神问题”有多少,下面这个肯定能够算得上一个——事情的起源为印度战机失踪。据新华社5月23日报道,印度空军表示,本国一架苏-30MKI战斗机当天在阿萨姆邦提斯普尔空军基地起飞后,在藏南地区上空失去联系,机上两名飞行员失踪。飞机可能已经坠毁,失联地点位于提斯普尔以北60公里中国藏南地区上空。

  在此基础上,产生了一个“神问题”,那就是中国会否帮助寻找。据中新网电消息,在5月24日的中国外交部例行记者会上,有记者提问,据报道印度空军一架苏-30战机昨天在中印边界附近失去联系,机上两名飞行员失踪,截至目前搜查无果,“中方是否掌握有关情况?是否会协助进行搜寻工作?”中国外交部新闻发言人陆慷表示,中国政府关于中印边界东段地区的立场是一贯的和明确的。中方确实一直高度关注藏南地区的有关情况,也希望印方能恪守中印两国达成的有关协议和协定,避免发生任何可能破坏边境地区和平稳定的事件。中方现在没有可以提供的有关消息。

  同样一个问题,在25日下午的国防部例行记者会上,再次被记者抛了出来。对此,中国国防部新闻发言人任国强是这样回答的,“昨天我外交部的同事已经做出了回应。”

  显然,对这样一个问题,外交部发言人也未就是否帮助寻找作答,也就是说,这个“神问题”,“难住”了我们的两位发言人。那么,这个问题究竟“难”在什么地方?第一军情试着去解释一下。

  不得不说,这可能是经典的“两难”问题,如果说不帮忙,似乎有违人道主义精神,因为人家可能已经机毁人亡了;帮忙吧,又显得我们太那个,藏南是我们的领土,印度空军此举,是否属于侵略行为,还有待进一步确认。于是,回避应该是最好的办法,但我们还需要强调自己的立场,那就是重申中国对藏南地区拥有主权的不可改变性。不管印度称什么邦,均属违法行为。

  当然,在我们不放弃主权的基础上,可能为了更好的解决问题,管控分歧,中印双方曾进行了磋商,达成了某些共识,譬如都不主动在藏南进行军事扩张等,那么,建立在这个基础之上的印度空军战机行为,更多的属于一种挑衅,与印度在藏南地区的其它军事行动,本质上性质更接近。因此,我们必须指出印度方面举动本身所犯的错误,而至于其失事的问题,只能说它的技术不过硬。它的装备显然也不像这个国家经常吹嘘的那样世界一流。

  众所周知,印军的武器装备,主要靠进口,印度本身也是世界第一大武器进口国,并且,它引进的范围非常广泛,包括美国、俄罗斯、法国等等,这就造成了印军各个部队之间的武器系统并不匹配,同时装备本身的零部件更换,也存在很大难题。出现问题就不难理解了。据不完全统计,这已经是这机型战机自2009年服役印军以来,出现的第8次严重事故了,平均每年一次,这可是战斗机啊!

  然而,就是这样的一个国家,居然还尽出奇葩招术,甚至试图通过军事手段,与中国掰掰手腕,简直可笑至极。而我们两位发言人,也算给足了印度“面子”,念在其已经机毁人亡,没有给予更多的“追责”处理。不过,还是有必要奉劝印度一句,多行不义必自毙,天天和中国对着干,绝对不是啥好事儿,而由此造成的一切后果,必须由印度承担!对此,55年前,中国就曾有过自己的回答!(作者署名:第一军情)

An Indian fighter jet has gone missing near the India-China border after taking off from an air force base in northeastern India, according to an Indian Air Force official.

The Sukhoi SU-30 aircraft had taken off on a routine training mission when radar and radio contact was lost roughly 60 kilometers north of an air force base in Tezpur, the official said, declining to be named. Contact has yet to be established with the aircraft, this person said.

Roughly one-third of India’s 650-strong air force fleet is more than 40 years old and are set to be phased out over the next decade. The air force currently has only 25 active squadrons, compared to the 45 squadrons it estimates would be required to defend against a joint attack from Pakistan and China.

The Indian Air Force’s rapidly-aging Soviet-era fleet threatens to hamper New Delhi’s ability to counter potential threats from Beijing and Islamabad.

India and China have tense bilateral relations, despite a $70 billion trading relationship. Beijing has invested heavily in Pakistan, India’s nuclear-armed rival, including in the disputed Pakistan-controlled region of Kashmir, which is claimed by India.

China and India also have a border dispute in northeast India, with China claiming all of the Indian state of Arunachal Pradesh where contact was lost with fighter jet.

Details released so far indicate "that something catastrophic happened," distinguished fellow at the New Delhi-based Centre for Air Power Studies, Manmohan Bahadur.

There’s no reason to suspect that the age of the plane played any part in the incident, he said. "This is a Sukhoi 30, so it is our latest."

India accuses China of occupying 38,000 square kilometers (15,000 square miles) in Jammu and Kashmir, while Beijing lays claim to 90,000 square kilometers of land in the Indian state of Arunachal Pradesh.

Aircraft Missing 24 Hours On

There was still no news of the missing Sukhoi Su-30 aircraft on Wednesday morning, 24 hours after it went missing. Two helicopters and ground teams launched a search operation for the IAF's missing fighter jet. However, bad weather hindered the operations, reportedly.

A statement issued on by the Ministry of Defence earlier on Tuesday stated that help from civil administration and military authorities was also sought for the search and rescue and missions.

The statement read:

A two seater Su-30 MKI aircraft of IAF, which got airborne from Tezpur Airbase today (Tuesday) morning on a routine training mission as part of a two aircraft formation, lost Radar and Radio contact with controlling station at around 1110h. The last reported position was 60 Km North-West of Tezpur. The aircraft was declared overdue and Search and Rescue operations have been activated to locate the aircraft and the pilots.

Aircraft Not Found Yet: IAF

The Indian Air Force has denied reports of the Sukhoi Su-30 being found in West Kameng. They have said that the chopper is still airborne and the search for it is still on and that no contact has been established with the aircraft yet.

A Sukhoi Su-30 jet, with two Indian Air Force pilots onboards, went missing on Tuesday. Identity of the pilots have not been disclosed. The last contact was made at 11:30 am in when the aircraft was 60 km North of Tezpur in Assam. Tezpur Air force station is located 172 km from the China border.

The plane took off around 9:30 am and went missing near Doulasang area of Arunachal Pradesh, which is a border area adjoining China and is marked by dense forests.

The aircraft was on a routine training mission when it first lost all radio and radar contact and then went missing. Search and rescue teams are currently deployed, according to IAF sources.

Sukhoi Su-30: A Quick Glance

The Sukhoi Su-30 aeroplane is a two-seat fighter jet which is capable of striking at ground and naval surface targets using guided and unguided Aircraft Design and Operation (ADO).

The Su-30, equipped with a twin cock-pit, is the IAF's prime fighter jet. The supersonic jet is meant for all-weather, air-to-air and air-to-surface mission. It is the latest addition IAF's fighter jets and has a good safety record. Su-30 has air-to-air refueling capability and can fly at a maximum speed of nearly 2,500 km per hour.

The Su-30 has several versions. Su-30 MKI is being built under licence by Hindustan Aeronautics Limited for the Air Force. It was originally designed and developed in Russia. The aircraft was inducted into the IAF in 1997.

Since their induction, seven crashes have taken place. An inquiry into the plane accidents has primarily indicated technical failure as their cause.

The last Sukhoi accident occurred on 15 March when a Su-30 MKI had crashed in Rajasthan's Barmer, hours after a Chetak helicopter crash landed and toppled in Kaushambi near Allahabad.

On 19 May 2015, a SU-30 had crashed in a paddy field in Nagaon district in Assam during a routine training mission but the two pilots had ejected safely.

China has said it has no information on the Su-30 combat jet of the Indian Air Force that went missing while on a routine flight from an airbase in Assam on Tuesday.

China on Wednesday said it has no information about the Sukhoi-30 combat jet of the Indian Air Force that went missing near the Sino-Indian border, adding that New Delhi should avoid disturbing the stability of the region.

The aircraft with two pilots on board went missing near the border on Tuesday after taking off from Tezpur airbase in Assam.

Asked whether China would help in locating the aircraft, foreign ministry spokesperson Lu Kang said his country hoped India would not disturb peace near the eastern border.

“As for the situation you mentioned, I have no relevant information to offer at the moment,” he said about the missing jet.

China claims Arunachal Pradesh as south Tibet and relations between the two countries took a hit when Tibetan spiritual leader Dalai Lama visited the state in April.

The IAF’s decision to deploy frontline aircraft such as the Su-30 at forward bases in northeastern states has also caused disquiet in Beijing.

Lu told a regular foreign ministry news briefing: “First of all, on the eastern section of China-India border, our position is consistent and clear. We have been following the situation in south Tibet very closely. We hope India can stick to arrangements between two sides and avoid disturbing peace and stability in border areas.”

India accuses China of occupying 38,000 sq km in Jammu and Kashmir while Beijing claims about 90,000 sq km in Arunachal Pradesh.

Following the Dalai Lama’s visit to Arunachal Pradesh, China unilaterally renamed six places in the state in what appeared to be a retaliatory move. The names were changed to show to India the “sovereignty” of the region, the Chinese state media reported.

On several occasions, the state media has also warned India of consequences for allowing the Dalai Lama to visit the “disputed area”.

The Chinese government has never recognised Arunachal Pradesh. “In 1987, India abruptly announced that it was officially designating the region as ‘Arunachal Pradesh’ but the Chinese government has never recognised India’s occupation of the region, nor the legitimacy of the province,” a state media article said in April.

In a sharp response to the Dalai Lama’s visit, spokesperson Lu had said: “I said the Dalai Lama is visiting the disputed eastern section of the China-India boundary. It is not Indian territory.”
