He is the ex-Chief of Navy now assigned to be deputy of something in an office.

This good man should consider joining the PLA Navy of Motherland China. President Xi will consider Mr. Lai, being a descendant of the dragon with naval experience. Maybe one day he will command an aircraft carrier group of the PLA Navy.
