(CNN)Twenty two people were found illegally crossing the border into the Canadian province of Manitoba this weekend, according to the Canada Border Services Agency.

A stream of people in increasing numbers have recently fled for Canada, crossing through snow and dangerous, freezing conditions.
Many of them say they are concerned about their lives and safety following President Donald Trump's executive order barring refugees and travelers from seven countries entry into the US.
Although Trump's executive order has been rejected by a US federal appeals court, refugees continue to risk their lives to get to Canada.
Canadian Prime Minister Justin Trudeau previously defended the importance of welcoming refugees, without explicitly referring to Trump's executive order. He said that those fleeing persecution, terror and war were welcome in Canada.

The 22 people who attempted to cross this weekend are being processed in accordance with Canadian law, according to a statement from the Canada Border Services Agency.
The Safe Third Country Agreement between Canada and the United States requires people to apply for refugee protection in the first safe country they arrive in -- under which, the US is considered a safe country.

But immigrant advocates in Canada want this law scrapped and say the US is no longer a safe country. They told CNN's Canadian partner network CBC that under the agreement, people who seek refugee status in Canada from the US will be turned away at official border crossings. As a result, this encourages people to make treacherous and dangerous journeys to sneak into the country.
In December, two Ghanians who were denied asylum in the United States walked into Canada in knee-deep snow and suffered frostbite that required amputations of their fingers.
Nearly a 100 people have crossed into the small border town of Emerson in nearly two months.
While border jumpers are not new in this town, the numbers are. What began as a few here and there has become groups of five or six, then groups of 10, families clutching children as young as 6 months.
The recent influx has pitted the town of Emerson in somewhat of a crisis. Many say they recognize the people fleeing in these conditions are clearly desperate, but want to ensure the safety and security of the border and their town.

Braving bitter winter weather, asylum seekers are illegally crossing the Canada-U.S. border in growing numbers.

WHY ARE PEOPLE ILLEGALLY CROSSING THE BORDER INTO CANADA?

U.S. President Donald Trump’s much-maligned executive order barring travel to the U.S. by citizens of seven Muslim-majority countries, as well as his temporary cessation of the country’s refugee program, has stoked fears that further immigration restrictions are on the horizon.

Although the travel ban was later rejected by a U.S. federal appeals court, Trump’s anti-immigration rhetoric and a growing push to round-up illegal immigrants in the U.S. means that asylum seekers’ fears have not been allayed by America’s judiciary. Facing possible future deportations, many are now trusting expensive human smugglers to bring them north to Canada, where Prime Minister Justin Trudeau’s welcoming overtures to immigrants and refugees stands in stark contrast to his American counterpart’s harsh stance.

WHERE ARE THEY CROSSING?
The most illegal border crossings appear to have occurred in Quebec and Manitoba. British Columbia and the Yukon have also experienced an influx of asylum seekers.

HOW MANY PEOPLE HAVE CROSSED?
According to the Canadian Border Services Agency (CBSA), there were 7,022 land border crossings by asylum seekers in 2016, up from 4,407 in 2015. Quebec and Manitoba have seen the largest increases. The number of refugee claimants in Quebec, for example, hit 593 in December while there were 452 in January -- up from 74 in Dec. 2014. In Manitoba, 403 were recorded in 2016, up from 252 in 2015. At least 82 people have illegally crossed into Manitoba since Jan.1.

CAN THEY LEGALLY CLAIM ASYLUM IN CANADA?
It depends. The Canada-United States Safe Third Country Agreement, which was signed in 2002, requires people to apply for refugee status in the first safe country they arrive in. Any refugee claimant entering Canada at an official border crossing with the U.S., which is the only country that Canada has designated as a safe third country under the Immigration and Refugee Protection Act, is supposed to be turned away unless they have a blood relative in the country. People who illegally sneak into Canada at unregulated crossings, however, will generally have their asylum cases heard. Because the Safe Third Country Agreement encourages dangerous illegal border crossings, there have been calls for Ottawa to revoke the U.S.’ “safe third country” status. The federal government, however, has expressed no interest in doing this.

WHAT’S THE RISK?
Asylum seekers are often ill-prepared for the freezing winter weather they experience during their trips north. Once in Canada, moreover, there are no firm guarantees that a refugee’s claim will be accepted.

WHAT HAPPENS WHEN THEY ENTER CANADA?
Refugee claimants who illegally enter the country are generally detained by police until criminal background checks are completed. After that, they meet with CBSA officers for several hours before being released. They are then given 15 days to file a refugee claim. Hearings with the Immigration and Refugee Board are then held within three to four months.
As they wait for their hearings, asylum seekers are eligible for legal aid and social assistance. While they can apply for work permits, that process can take three to four months. It should be noted that Canada’s procedures stand in stark contrast to the U.S., where refugee claimants spend months in detention centres.

I believe that the Canadian government has been very generous.

But due to the recent influx of refugees, I hope that the Canadian government will refuse to accept refugees for the remaining of 2017.

Outrage and shock are spreading across Sweden over a case against three men of foreign origin arrested on suspicion of raping a woman and broadcasting it live on Facebook.

Swedish authorities said Wednesday that the case against the unidentified men was "growing stronger" amid an increasing backlash against immigrants in a country that took in more asylum seekers per capita than any other nation in Europe last year.

"There have been cases in Sweden before where crimes have been filmed and publicized on social media but not like this," said Pontus Melander, chief prosecutor in the case in Uppsala, the city where the alleged incident took place in an apartment Jan. 22.

"I have seen different cases around the world — but not sexual cases," he added.

The alleged crime in the Scandinavian country, which has one Europe's highest recorded rates of sexual assaults, was live-streamed on a private Facebook page accessible to about 60,000 people.

It follows a year in which 163,000 people sought asylum in Sweden from conflict zones in North Africa and the Middle East — the most the country of 10 million has ever allowed in and double the number it accepted during the Balkan wars of the 1990s.

Neither the victim nor the alleged perpetrators have been named by authorities. Melander said two of the three men arrested were born in Afghanistan and a third was a Swedish citizen, although his birthplace is not publicly known.

Investigators have not yet seen the full broadcast, including the part where the alleged gang rape took place, because they are waiting for Facebook to comply with a request to release the footage. Melander successfully argued Wednesday for the men to be detained for two more weeks while the investigation continues.

Prosecutors said the pair from Afghanistan deny taking part in a rape, a crime that carries a sentence of two to six years in Sweden. The sentence for aggravated rape is four to 10 years. The Swedish national was detained on suspicion of failing to reveal rape, a lesser crime he also denies. No decision to prosecute has been made.

It is not clear if the two Afghan men are recent asylum seekers. But witness statements published in Swedish news media have stoked anger at migrants as Europe grapples with what to do about hundreds of thousands of people flooding in from predominantly Muslim countries, a crisis that has fueled support for anti-immigration political parties from France to Germany to Holland.

"He tore off her clothes and lay down on top of her," Josefine Lundgren, one of several witnesses who contacted police shortly after watching the incident happen in real-time, told Swedish media. Other witnesses have since come forward to say that a second, live broadcast showed the victim being forced to deny that she had been assaulted.

"There's been total outrage about this case in Sweden," said Jerzy Sarnecky, a criminologist at Stockholm University. "The fact that these men may not have been born in this country has made it of great interest to opponents of immigration. This kind of event fuels the xenophobic discussion."

Allegations that rape is on the rise in Sweden as a result of the influx of asylum seekers routinely surfaces in the right-wing media. Shortly after the case was first revealed, the Breitbart website published a story quoting an economist who claimed that "offenders of foreign origin account for the majority of gang rapes." Steve Bannon, a founder of Breitbart, is now President Trump's senior strategist.

Over the summer, police reported several dozen cases of sexual assault by gangs of foreign men at Swedish music festivals. The statements were later withdrawn.

Facebook said the vast majority of people who use Facebook Live do so to come together and share experiences in the moment with their friends and family. If someone violate's the social networking firm's community standards, the company interrupts the stream as quickly as possible and complies with all valid requests related to criminal cases.

Still, the company's move to promote its user-generated service has not been trouble-free. Last month, four people in Chicago were indicted for attacking a teenager with mental disabilities on Facebook Live. In July, shootings in Norfolk, Va., and St. Paul were streamed live on Facebook.

Sweden has about 47 reported rape cases per 100,000 people, according to a 2014 survey by the European Union Agency for Fundamental Rights, which provides data about the 28-nation EU, including Sweden. That compares to about three reported rape cases per 100,000 in Portugal.

Sarnecky of Stockholm University said Sweden has a much broader definition of rape, which accounts for some of that difference, and that rape rates across countries are not easily compared.

Thirty-one percent of Swedish woman said they feel unsafe going out at night even in their own neighborhoods, according to a recent survey published by the Swedish National Council for Crime Prevention. That is about the same amount — 30% — of immigrants, men and woman, who fear for their safety when going out at night in Sweden.

"My heart broke," said Linda Johansson, another witness of the live broadcast. "They put the girl in front of the camera, but the guy who filmed tried to persuade her to deny she had been raped," she told Swedish Television News. "He was putting words into her mouth. He was taunting and laughing throughout the whole clip."
