In fact if you look into my past posts 5 years ago I predicted that China would revive the silk road of old as a "one belt one road " from east asia to western europe as a means to dominate the world( peacefully but militarily if need be).
they are buiding malacca ports, oil refinery ports in Sabah, ports in east malaysia, rails etc so that no single country can claim dominance over the sea routes like now where 70% of all oil pass through malacca straits and there is no alternative. Xi is telling everyone that the spratlys and the malacca straits together with soouth china sea is their playground and uncle SAM and its dogs can go fly kite.
