Indonesia reviewing cooperation with Singapore in environment, forestry matters: Report
All procedures concerning planned bilateral collaborations in environment and forestry matters with Singapore have reportedly been put on hold.

JAKARTA: Indonesia is reportedly reviewing all existing, planned and future bilateral cooperation in environment and forestry matters with Singapore.

In a report by environmental news website foresthints.news on Saturday (May 14), Indonesian Minister of the Environment and Forestry Siti Nurbaya said she was leading the review process herself, and that the review was a substantial step that needed to be taken.

She added that there was a set of clear and measured criteria for the review process, and that this could see some existing bilateral collaborations terminated.

The minister spoke to foresthints.news on Thursday, after meeting with government officials in her office.

“We are looking at these bilateral collaborations in terms of substance. If it comes down to breaking off any existing bilateral collaborations, this would be the logical consequence of a substance-based review process,” the minister told foresthints.news.

She was quoted as saying that the bilateral collaborations up for review would even include projects concerning haze and forest fire-related issues. Currently, all procedures with respect to planned bilateral collaborations have reportedly been put on hold.

Dr Nurbaya said she had already drafted a letter to be sent to a number of local governments, asking them to refrain from any direct bilateral cooperation with Singapore, especially with regard to issues related to haze and forest fires.

“Once again, this also forms part of the review process for all bilateral collaborations in the field of the environment and forestry with Singapore,” the minister told foresthints.news.

The minister stated that the review process was part of a set of measures being undertaken by Indonesia alone, and it was not a joint process with Singapore.

“We are only going to inform Singapore at a later stage, of the existing bilateral collaborations that are to be terminated, as well as those planned collaborations which will not go ahead. Basically, we only feel obliged to notify them (the Singapore Ministry of the Environment and Water Resources) of our decisions,” the minister was quoted as saying.

Her comments came after Singapore’s National Environment Agency last week issued a court warrant in an attempt to question the director of one of the Indonesian firms linked to illegal forest fires that caused the haze last year.

The director did not attend the interview and an Indonesian Foreign Affairs Ministry spokesman said it lodged a protest against Singapore’s actions. However, Singapore's Ministry of Foreign Affairs later labelled the comments "puzzling", saying no such protest was received at its embassy in Jakarta.

Singapore has also put in a request to the Indonesian government for data and information on companies associated with and involved in last year’s forest fires, which caused last year's prolonged haze spell.

According to foresthints.news, Dr Nurbaya said her ministry would continue to uphold local laws. It will impose suspensions or revocations for concessions which violate rules and take court action where needed, she stated.

“We uphold the law in an independent manner based on Indonesia’s own laws and regulations. We certainly don’t rely on data and information derived from other countries as the basis for our legal processes," Dr Nurbaya said.

"We are not looking for a scapegoat for not enforcing the law. The objective of our law enforcement measures is to create conditions which enable the prevention of any recurrence of land and forest fires this year and any other year in the future,” the minister was quoted as saying.

Indonesia to take over control of airspace above Riau Islands from Singapore

Indonesia wants to reclaim control of its airspace above the Riau Islands from Singapore, announced Indonesia Transportation Minister Ignasius Jonan, explaining that this came after complaints from the Indonesian military that Singapore’s fighter jet drills have violated Indonesian airspace, while the Singaporean side has also protested the presence of Indonesian military aircraft in the area.

In response, Mr K Shanmugam, Singapore’s Law and Foreign Affairs Minister, said today (Sept 9) that any such move would have implications for the Republic’s position as an aviation hub, noting that the current set of regulations was put in place with the approval of the global aviation authorities.

The issue was discussed during a Cabinet meeting in Jakarta yesterday, and the discussion was reportedly prompted in part by lawmakers’ calls for the government to quickly address the problem.

“The President has instructed us to prepare better equipment, better personnel over the next three or four years so that we can take over the management of our own airspace, which has been hitherto delegated to Singapore,” Mr Jonan said.

He explained that Singapore had been in control of flights in the airspace above some areas in Indonesia’s Riau Islands province, such as Batam, Tanjung Pinang, Bintan and the Natuna islands, which border the city-state, since 1946.

The airspace controlled by Singaporean air traffic controllers — also known a Flight Information Region (FIR), where relevant information and alerting services are provided — is delineated through international agreements with the International Civil Aviation Organization (ICAO).

When asked by TODAY to comment on Jakarta’s announcement, Mr Shanmugam pointed out today that under an agreement with the Indonesian government, Singapore’s air traffic controllers handle the FIR beyond the country’s borders and over Sumatra. The fees collected for services provided in the FIR are handed over to Jakarta.

He said that Singapore’s management of this particular FIR is sanctioned by the ICAO, with the decision made based on a variety of factors, and if there is any change, it could affect Singapore’s status as an aviation hub.

“If there is any change to the agreement, any change obviously impacts on us as an aviation hub and the (tens of thousands of) jobs in Singapore.

But ultimately, there’s a function of size, because our air space, if you look at it, starts in Changi and ends in Jurong, and a little bit beyond the physical land mass, but that’s basically it,” said the minister.

“Under a series of agreements that we had negotiated in the best interest of Singapore and of our neighbours, including Indonesia, we have been able to structure these sorts of arrangements, which I think most Singaporeans are not aware of, but which are vital to regional air safety, which are vital in the interests of countries involved, and which are vital to our aviation jobs.”

Besides reclaiming the airspace from Singapore, Indonesia also plans to take over the control of airspace above its regions bordering Malaysia in North Kalimantan.

Indonesia, on the other hand, controls the airspace above some areas of Timor-Leste, and above Australia’s Christmas Island and New Zealand’s Auckland Island, according to Mr Jonan.

“We also will talk with Singapore and Malaysia. And when we’re ready, we’ll take over (the airspace),” Mr Jonan said.

According to Indonesian media reports, the Indonesian Air Force has recently complained about Singapore’s military activities in the airspace above the Riau Islands, particularly above Bintan Island, as a bilateral military pact that allows such activities expired in 2001 and has never been renewed.

Singapore, on the other hand, has also protested Indonesian military aircraft presence in the area, stating that they must first obtain clearance from the Singaporean authorities before they can fly through the zone so as to ensure air safety, drawing the ire of the Indonesian side.

Indonesian military chief Gatot Nurmantyo warned Singapore yesterday not to conduct air force training in the FIR area without permission from Indonesia, saying that Singapore had only the authority to manage operational air traffic navigation, in line with the 1944 Chicago Convention on the FIR.

“If it is a military training conducted without Indonesia’s permission, then it has entered Indonesia’s (territory) and violates the international convention,” said Mr Nurmantyo.

“Therefore, Indonesia’s Air Force keeps on patrolling. If there are military aircraft there conducting military training, it is the duty of the Air Force to remind them and drive them out of there.”

They are fed up with the $80 billion stashed in Singapore..that's the amount both legal and illegal money parked in our banking system. And Vivan slighted them with the offer of one water bombing airplane.Indonesian with a land mass of over 200 million hectares and what can one plane do.??

Really we have to return some of the wealth to them. And perhaps we can take baby step like returning them $10 billion of their money in exchange to keep 10 million hectare fire free.

All the rhetoric about co-operation, plans to fine companies that are culprit for setting the fire are just small talk to the big underlying money problem.

They will keep showing their little middle finger to the Little Red Dot.

Of course i know. Not your money not my money, who cares? Some indons have some commercial disagreements with their government, it is not our problem! And again you are assuming this is reason for the impasse. You assume too much. From article if it can be believed there is inconsistency in what the indons govt say and do. This is what happens when you pay civil servants a pittance - they serve a different master and no it is not the president, no it is not the people.
