Ex-cop Summer Chew's whatsapp msg to Dave Tham, requesting payment of goods and services on behalf of his employer " Winter International Group Pte Ltd ", to be paid into his private bank account, instead of his employer's company account. I'm sure a cop, whether present or ex-cop should be aware this is already wrong. The company he works for is a private limited entity. So is this Dave Tham's fault again for raising an alarm in regards to such dubious practice ? And btw, Summer Chew is Allan Lai Chong Meng's partner in crime in setting and framing up Dave Tham.

This Summer Chew and Winter International Group Pte Ltd should have all their financial accounts checked by the authorities. It seems Summer Chew and some higher ups in the company are suspected to be colluding and conspiring to milk the company's $$$$$$$$$. For a private limited company that's involved with the Singapore F1 Grand Prix on an annual basis, it is imperative that the business entity in question should have no " monkey business " going on. With crooks like ex-cop Summer Chew simply " Boh Chenghu " way of asking clients of his employer to make payment $$$$$$$$ into his private account, instead of his employer's account should already raised RED FLAGS to the authorities !!!!!!!!!!!!!!!

The Govt initially did not want CPIB on Bunkering fraud as PSA was building its Port reputation. That was lifted in the 1990s. There has been a series of bunkering prosecutions ever since. There has been additional focus when the syndicates began stealing bunker fuel and even doing outright robbery in the waters off Singapore and not just short-changing on delivered fuel.
It is hard to prosecute as the person receiving the bribe is usually the foreign chief engineer of the ship that has agreed to take less fuel than stated by the marine surveyor and cannot be located. Cases cannot then proceed to trial. Its common knowledge that some of those that have been called up have agreed to act as informers and their cases are then dropped.
DPPs handling CPIB cases are from dedicated section and the scrutiny is very high.
