And why is the concern on whether there is VIP on board? Would the treatment by ATC be different if there was a VIP on board?

Exactly! Ninnabay. Emergency only if there is VIP on board.

Only Singapore got this kind of poor vocab, only-thinking-of-covering-his-ass ATC who
deals with aircraft everyday yet not aware of the term COWLING.
"Is it BOWLING?" Is not a question you want to be answering when bits of your plane have been reported missing during flight.
