Does TOC expects lax security for PM Lee and allow others for a chance to harm him?

TOC, why do you even need to ask why PM Lee needs so many bodyguards! Isn't it obvious? Is there anything for the security to stop anyone from getting close to PM Lee due to security protocols?

we are not assuming anyone of the 30% is trying to harm him, this is just common sense to provide security for someone important because no one knows what might happen.
