A family of four Chinese nationals has escaped to Singapore and is being sought by their "victims" back in Hubei, China. Their victims have lodged a police report in China and the husband and wife duo have been classified as fugitives. The four, a couple and their two children, allegedly owe debts of about S$13 million to banks, and more than ten relatives and friends.

The husband, a physics teacher in a local middle school had borrowed the sum to help her wife start a factory. But the wife's company went bankrupt even before the factory could open. At that point, the man took his wife and children and left the country. They even left a letter for their creditors, stating, "I'll pay up if I have the money. If I don't, I'll pay in my next life!"

A netizen posted the photos of the family online two days ago, alleging that the four had left the country six months ago after borrowing large sums from relatives and friends. The netizen was revealed to be a female teacher and a colleague of the physics teacher. According to her, the man had borrowed money from 14 teachers in the school.

The teacher said she received a photocopied letter from the man a week ago, saying that he could not repay his debts and so he was running away. In his letter, he said, "By the time you read this, I am already a fugitive on the run. The next time we meet will be when I repay your debt. I will contact you if I have the money! If not, I will repay you in the next life! I beg your forgiveness".

After reading the letter, the teacher went to the man's home immediately and found 13 more colleagues at his door. They found the house empty. The group took out their IOUs to compare and discovered their colleague owed them a total of S$450,000. Police investigation further revealed that the couple owe S$13 million altogether before absconding.

SINGAPORE: A 54-year-old Malaysian man was charged with molesting a woman at the Istana during the Hari Raya Puasa open house on August 30.

Woo Fok Meng, alias, Woo Tok Meng allegedly touched and squeezed a 39-year-old woman's right buttock with his right hand at around 4pm that day.

Woo, who stood in the dock dressed in a grey long-sleeved top and dark-coloured trousers, told the court that he intends to engage a lawyer.

His case will be mentioned again on September 13.

If found guilty of molest, Woo can be jailed up to two years and fined or caned.

SINGAPORE : A 13-year-old expatriate boy was one of several foreign teenagers arrested on Wednesday for allegedly consuming drugs.

The teen was the youngest of 17 people nabbed.

A 37-year-old drug trafficker, his associate and 15 of his clients were arrested in an 18-hour blitz by the Central Narcotics Bureau (CNB).

The suspected drug trafficker, a male Singapore Permanent Resident (PR), was believed to be peddling cannabis mainly to youths and expatriates studying in international schools and working here.

For more than five months, CNB had been monitoring the suspected trafficker who was peddling drugs from his residence in Ang Mo Kio.

Eleven of the drug abusers are foreign nationals from countries like the United States, United Kingdom, France, New Zealand, Malaysia and Indonesia.

In all, officers seized drugs amounting to some 69 grammes of cannabis.

If convicted, the drug trafficker could be jailed up to 20 years and given 15 strokes of the cane.

All other offenders suspected of consumption, possession or trafficking in a controlled drug will be investigated further.

SINGAPORE: A Malaysian man was convicted Wednesday of smuggling illegal immigrants by boat from Malaysia into Singapore on countless occasions.

63-year old Law Song was a human smuggler for nearly 10 years. He is believed to have smuggled about 200 illegal immigrants - mainly China nationals - between 2007 and 2009 alone.

The odd job labourer was sentenced on Wednesday to seven years' jail after he pleaded guilty to six of the 12 charges against him.

He was part of a syndicate and police said he held a position near the top of the smuggling network. He is the second syndicate leader arrested within six months this year.

Law has been described by his clients as a man who looks frail but with an iron heart. He will lure potential illegal immigrants into Singapore knowing the risks of them being arrested is high. The smuggler will also not allow any illegal immigrants to back off once a deal is struck between them.

Law received about S$2,000 from each illegal immigrant before sending them off in groups of three to four per trip using speedboats.

Three Malaysian boat operators were hired between 2007 and 2009 to ferry the illegal immigrants from Johor. They have already been dealt with in court and were sentenced to between four weeks' and six years' jail.

Law's latest case was in May this year. He landed four illegal immigrants along the northern coastline of Punggol Timor. This was detected by the Police Coast Guard patrolling within the area.

The arrest of the four illegal immigrants was significant as they were able to provide critical information on Law.

Malaysian police helped with Law's arrest. A warrant of arrest was issued against him in March, and Malaysian authorities arrested him on July 18 in Kuala Lumpur. Law was handed over to Singapore police four days later.

Deputy Assistant Commissioner of Police Sam Tee said Law's arrest was significant: "Over the last 6 months, we have smashed two illegal immigrant syndicates operating in China and Malaysia. With these arrests it sends a very clear warning to the perpetrators that there's no safe haven.

"No matter where you operate from, the Police Coast Guard has the means and resolve to identify and apprehend them back to Singapore to face the law."

To deter potential smugglers, police have deployed floating sea barriers along hotspots. These barriers have helped reduced smuggling activities by some 20 per cent.

DAC Tee said: "For those areas where we can't put the floating sea barriers, we have a layered security approach.

"In the waters, our patrol boats are deployed. They will guard and prevent the intruders from dashing through our waters. Should they be unable to intercept them in the waters, at the coastline we have our coastal security patrol force, whereby they will respond swiftly and intercept them on land."

Over the next three years, the Police Coast Guard will be deploying an additional 28 kilometres of land and sea barriers to further deter smuggling of illegal immigrants into Singapore.

The police arrested three men believed to be loan shark runners in two separate operations against unlicensed moneylending.

Both were conducted in Serangoon North.

In the first, on Wednesday afternoon, two Chinese nationals were nabbed in Serangoon North after officers found them carrying a bag containing bicycle locks, combustible fuel and debtors' records.

The police added that the men aged 23 and 26 were recruited for the harassment in China. Investigations on their agent are ongoing.

In another operation conducted on Thursday morning officers arrested a 29-year-old man after finding a handphone containing suspected debtors' records, markers and Automated Teller Machine cards in his possession.

A Vietnamese woman had decided to end her relationship with a Frenchman in February.

But when he insisted on coming to Singapore to visit her in March, she agreed to let him stay in her Kembangan apartment.

Yesterday, businessman Sylvain Christian Emile Pilhion, 38, went on trial for allegedly trying to smother her with a pillow in the early hours of March 29.

Heis also accused of using criminal force to restrain Ms Jocelyn Quynh-Anh Pohl, 38, from leaving her apartment in Jalan Masjid.

He is said to have grabbed her, tossed her on a bed and bit her left hand before trying to smother her.

A Bangladeshi national befriended four of his countryman at the Yishun MRT station on Vesak Day on May 17, 2011. Finding out that they were new here and were heading to Sentosa, Md Sobuj decided to con them of their work permits.

The 25-year-old lied that they needed a photocopy of their work permits to go there. He then offered to help them make copies but scooted off with their work permits instead.

On Monday, he was jailed for 10 months. He had pleaded guilty to dishonestly inducing Mr Suzan Meia Year Badsh, 27, into handing over his work permit.

Three other charges for conning the other three general workers were taken into consideration by District Judge Wong Choon Ning in the sentencing.

The court heard that Sobuj led the group to a nearby coffee shop and collected their work permits.

He also jotted down the cellphone number of Mr Badsh. He told them to wait at the coffee shop and he went off purportedly to make the copies.

SINGAPORE : A 24-year-old Indonesian maid was on Wednesday jailed for stealing from her employer and sister, and assaulting their elderly mother who has dementia.

Jariyah was jailed for three months and two weeks.

She faced 14 charges in all and pleaded guilty to six counts of assault and theft.

Jariyah had hit Madam Cheng Chu Ha, 80, on three separate occasions in a flat at Block 508 Woodlands Drive 14 in June.

Madam Cheng suffered injuries, including bruises to her left arm and right shoulder blade.

The court heard that Jariyah assaulted her as she felt Madam Cheng was making her job difficult.

Deputy Public Prosecutor (DPP) Grace Lim said Jariyah slapped the elderly woman's head once on June 27.

Two days later, she used a magazine to hit Madam Cheng's back.

These attacks were captured by a closed-circuit television camera inside the flat.

Madam Cheng's son, Chong Chee Ming, 45, had installed the device as he suspected the maid had hit his mother.

Jariyah, who had been working for his sister, Julie Chong Lye Kuin, 46, since September 2010, also admitted she had stolen from the family.

She had helped herself to more than S$400 worth of items, including cash, a pair of pearl earrings and two rings between January and June this year.

Only about S$150 worth of stolen items was recovered.

For their involvement in a fake degree scam, at least 18 foreign workers from China were sentenced earlier this week to jail in Singapore for four weeks each.

The workers had been found by a local court to have provided forged certificates to obtain work passes to work for T Y Enterprise and Sun Blues Cleaning Maintenance.

A spokesman for the Ministry of Manpower (MOM) said that while another 10 workers from China will be charged with similar offences on Thursday, another nine are being repatriated after being served with warning letters “for providing false information to MOM’s employment inspectors”.

Arriving in Singapore early last year, the 37 Chinese nationals in all had applied for employment and S passes with “university degrees” in hotel management from Jiangsu, Shandong and Henan universities.

While the workers knew their degrees were fake and had lied in their applications for employment passes, they claimed they had little choice after having paid S$8,000 each to agents in China to land a job here.

However, the promise of a high-paying job was dashed after they found themselves scrubbing floors and clearing rubbish. It is understood that some of them were farmers back home and had landed jobs as cleaning supervisors.

The three universities mentioned do not offer a degree in hotel management and that the degrees were fake, The New Paper reported.

Meanwhile, the employers who were involved in hiring the workers, a total of 17 men and 1 woman, will be charged in court at a later date.

One of the workers, Liu Demin, 36, had pleaded to the court for leniency when his case was heard on Tuesday, saying that he had paid a substantial amount to the agent.

Speaking to the court interpreter in Mandarin, he said, “If I did not follow his instructions (about the forged degree certificate), I would not get the money back. I have to support sickly parents and two school-going children.”

In June this year, the same paper had reported that Liu and another worker, Wang Kangxun, 31, had complained about the unusual pay practice adopted by their company.

It was this issue which shed light to the fake degree scam.

The workers were each paid a monthly salary of S$2,650 which was transferred into their bank accounts, but after payday, they each had to return around S$1,600 to a man sent by their employer. They claimed not to have known why there were asked to do that.

For an S pass holder, the worker must have a fixed monthly salary of at least $2,000, and at least a degree or diploma while the minimum salary for Employment Pass holders is $2,800.

While such scams are not new, non-governmental group Transient Workers Count Too (TWC2) said this is the largest case of employers using workers with fake certificates. Its spokesman alleged that the employers use the scam to get around the dependency ceiling imposed by MOM.

For making false declaration in a work pass application, the Chinese nationals could have been fined up to $15,000 and/or sentenced up to 12 months’ jail.

Chinese national to be charged with illegal entry into casino

SINGAPORE: A Chinese national will be charged in court on Friday for attempting to enter the Resorts World Sentosa casino using another person's identity.

The man was detained by the casino's security officers at the entrance on Sunday evening and the Police were called in.

The 32-year-old had no valid identification or travel documents on him and was arrested.

Police later found out that the suspect had handed his work permit to his employer for safe-keeping, and borrowed a work permit from his colleague in his attempt to enter the casino.

Investigation against the owner of the work permit is ongoing.

If convicted under the Employment of Foreign Manpower Act, he can be fined up to S$15,000 and jailed up to 12 months.

A man was charged in court on Thursday with pinching the buttocks of a woman at a cafe bar in Orchard Road.

Joni Mikael Kiuru, 34, a permanent resident, allegedly molested the 24-year-old woman at KPO Cafe Bar at Killiney Road on May 11.

Kiuru, who works in a bank, was represented by lawyers Shashi Nathan and Tania Chin.

The case will be mentioned on Oct 13.

Tourist fined for making false GST claims

SINGAPORE: A Hong Kong tourist was fined S$16,000 on Friday for making false Goods and Services Tax (GST) claim of nearly S$5,500 on pearl necklaces and bracelets.

Hung Yat Sing, 46, admitted to making the false claims and said he was acting as a carrier to bring the goods out of Singapore.

He pleaded guilty to four charges and five remaining charges were taken into consideration.

If he fails to pay the fine, he will have to serve 64 days in prison.

On June 12 this year, Hung submitted the claim forms under the Tourist Refund Scheme at the GST Tax Refund Inspection Counter at the Changi Airport, declaring himself the purchaser of the pearl necklaces and bracelets.

The GST he claimed of S$5,481 was refunded to Hung.

But when he re-entered Singapore, tax officers interviewed him and he admitted that he had made false claims to bring the goods out of Singapore to earn a commission.

The Tourists Refund Scheme is available only to tourists to claim GST refund on goods they have purchased and brought out of Singapore.

Six foreign workers arrested for trespassing into MBS casino

SINGAPORE: Police have arrested six workers from China for trespassing into the Marina Bay Sands (MBS) casino and using other people's work permits to enter it.

Four of them were caught over the last two months for trespassing into MBS after security officers of the casino found that they had been barred from entering the casino.

The other two workers were detained on September 12 for a similar offence.

The foreigners, aged between 37 and 48, will be charged in court on Friday.

A Chinese national who offered a $1,000 bribe to her superior to recommend the dismissal of her colleague was fined $2,500 on Thursday.

Tan Yanli, 35, a former guest service agent, admitted to offering the bribe to Ms Tan Sok Lan, a manager at Marina Bay Sands, in return for recommending the dismissal and repatriation of Ms Sun Chuanling on Aug 16. Ms Sun was Tan's room-mate.

The court heard that their relationship deteriorated over a series of disputes.

On Aug 16, Tan sent a text message to Ms Tan to get her co-worker repatriated to China.

A 22-year-old Malaysian construction worker was sentenced to death yesterday after he was found guilty of causing the death of Mr Loh Ee Hui, 35 - after robbing the latter of his mobile phone, an ez-link card and s$6 in his wallet.
However, his accomplice, who is also a Malaysian, was convicted of robbery with hurt and will be sentenced at a later date.
The court heard that Fabian Adiu Edwin and Ellarry Puling, 27 - who were both from Sabah - had robbed many in the vicinity of Aljunied, Eunos, Geylang, Paya Lebar and Tanjong Katong.
On Aug 23, 2008, Fabian and Ellarry spotted Mr Loh - who was a security guard - at a bus-stop along Sims Ave. After hitting Mr Loh with a wooden stick - causing skull fractures and brain injuries to the victim- Fabian then searched Mr Loh's pockets for valuables. The robbers then went on to rob another victim, split the loot for the day, drank beer and solicited prostitutes.
Justice Chan Seng Onn noted that the blows inflicted by Fabian on Mr Low were targeted at the latter's head and back.
While noting Fabian's young age during the time of the offence and his low intelligence quotient, the judge said the chain of events before, during and after the attack was "the work of a calculated and rational mind".
The judge said that based on the evidence, Ellarry had agreed that Fabian hit the victim till he fell but not to the extent of killing him. TANYA FONG

Man jailed for harbouring runaway maid who overstayed

A man was jailed for seven months on Wednesday for harbouring an Indonesian woman who had overstayed for close to three years.

Syed Muhammad Bashir Syed Samsudin Barakkbah, 25, pleaded guilty to sheltering Safitri, 26, at his Bedok Reservoir Road flat from November 2008 to July 11 this year.

The court heard that Safitri was working as a domestic helper when she ran away from her employer's house in 2008. She then freelanced as a prostitute in Geylang.

Bashir befriended her in October that year. Subsequently they became lovers.

He then persuaded her not to work as a prostitute and offered her accommodation at his place with his parents.

It was after he had brought her home that she confessed that she had absconded from her employer.

Man fined for committing obscene act inside nightspot

SINGAPORE: An Australian man was fined S$1,500 on Thursday for committing an obscene act in a Prinsep Street nightspot at around 11pm on Tuesday.

36-year-old Aaron Benjamin Butcher was caught with a woman performing oral sex on him inside a KTV room at the Embazy club. He could have been jailed up to three months, fined or both.

It is believed the woman, a Filipina, was one of the outlet's employees, 22-year-old Avila Rosela Mae Mallon.

Two of her colleagues, who are also Filipinas, were allegedly found inside the same KTV room with their breasts exposed. It is believed they are Lumbre Carla Jane Alaras and Cacho Jaquelyn Rosario, both 23 years old.

But the three women did not turn up in court on Thursday and warrants of arrest for them have been issued.

Channel NewsAsia understands that the trio were employed by the company that owns Embazy but they were not supposed to be working in the nightspot.

If convicted of appearing in a state of undress in a public place, Alaras and Rosario can each be jailed up to three months, fined a maximum of S$2,000, or both.

The police said the group was arrested during a licence checking operation at entertainment outlets on Tuesday evening.
