I dun have 23 billion dollars or remotely close to that amount in cash....but from the pics I can logically deduce that pile of money is NOT 23 billion. You got any idea how much money is 23 billion?

To store 23 billion he would need a warehouse.
USD $1 = 13 Mexican pesos....still need a mini warehouse to store the equivilent of 23 billon pesos.

That is what has gone wrong with the world,,if law enforcement and gahmens do what they are suppose to do,,a drug lord will never become a drug lord. How can this drug lord be allowed to accumulate that much money? And how come he was allowed to expand this big? for a cash 23 billion in his house,,how big must his empire be? The world is truely fucked..

A drug dealer by any other name is just a businessman. Albeit he is not protected by the law from competition and crooks like you and me hence his need for "soldiers".
Also, his business is cash business and every transaction is cash bound hence the loads of cash and then also he cannot just walk with his cash to any bank and cash it it else the taxman will start questioning. Usually they will own strings of restaurant businesses or cash based businesses for obvious reasons.
Margins-wise, his business is hundreds of dollars for almost nothing in cost. That's where he will see the billions build up.
But if you look at some of the mega businessmen in Singapore with huge houses and many cars, you will also think what they do to get the $$ they have.... especially if they do not seem to be running any obvious businesses.

These drug lords sit at the top of the echelon of "organized crime." Unfortunately, law enforcement and government officers may either be under their payroll or in collaboration with them (sponsors for their election campaigns). At this level of operation, they do not fear the "feds" but rival drug gangs/cartels. They grow so big because of the huge market for drugs like cocaine, meth, marijuana in North America and Europe. Even distribution organizations like street and biker gangs become commercially successful due to "neighbourhood" sales, just imagine the market in just California itself, let alone the entire US market. That's why some people, are calling for legalization so the money that would go to these gangsters are collected for municipal use via taxes. To give an idea of how big the market may be, just think back to the Opium War when the balance of trade started to tilt towards UK's favour when they got involved big time selling to China, and here, they only touched only the coastal cities.
