GEORGE TOWN - A criminologist believes the 49 illegal organisations listed by the Home Ministry have more than 40,313 members.

University Sains Malaysia criminologist Prof Dr P. Sundramoorthy said he was certain the figure was higher if inactive gang members, financial backers and those who rely on gangs for a false sense of confidence were included.

"Some of those who finance gangs are respectable people in society. Investments in underworld businesses such as the drug trade, betting rings and prostitution reap higher profits faster compared to legal investments," he said.

Dr Sundramoorthy reiterated that preventive laws should be reintroduced to allow the detention of active gangsters since there were so many of them.

He was commenting on a statement by Home Ministry secretary-general Datuk Abdul Rahim Mohd Radzi that 40,313 people have been identified as members of 49 organisations, mostly gangs, that have been declared illegal.

In addition to reintroducing preventive laws, Dr Sundramoorthy said the authorities should use the Anti-Money Laundering Act to seize assets belonging to organisations which were obtained through illegal means.

He also said the Government should consider wiretapping to obtain evidence against the gangsters by monitoring their phone conversations, text messages, e-mails and any other form of communication.

"The recently implemented Ops Cantas Khas to go after wanted criminals is a good move but it is only a temporary measure," added Dr Sundramoorthy.

PUTRAJAYA - The two special squads which form the Bukit Aman elite force are prepared to face retaliation from the underworld following the identification of 49 triads that have been gazetted as unlawful.

One of the squads, codenamed Charlie, will be tasked with tackling serious crimes while the other, known as Delta, will deal with narcotic offences, said Home Minister Datuk Seri Dr Ahmad Zahid Hamidi.

He was certain there would be retaliation from the gangs whose activities have been exposed.

"But this will not stop the force from acting against triad members.

"We will not tolerate any party challenging the police. We must enforce the law without fear or favour," he said, stressing that support from the public was vital in combating crime.

Ahmad Zahid said the cases involving secret societies were due to fights over territory and revenge against witnesses who had testified against them leading to their detention under the Emergency Ordinance (EO) and the Restricted Residence Act.

"Some of the murders are professional hits for financial gains. We are ready and prepared to act against the gangs through the special squads," he told The Star.

The squads announced last week consist of the creme de la creme of police personnel in CID and narcotics which Bukit Aman had set up following the recent spate of serious crimes.

Ahmad Zahid said the leaders of the 49 gangs gazetted as unlawful had either been previously arrested under the EO or Restricted Residence Act.

He also said that an additional 50,000 auxiliary police would be recruited by the end of the year to boost security and crime fighting.

PUTRAJAYA - The authorities are not just going after 49 organisations that the Home Ministry identified as secret societies. They will hit them where it hurts - by freezing and even seizing their assets.

The 49 groups have been gazetted as unlawful to enable the Insolvency Department to "wound up all their assets and properties and block all forms of transactions", according to the Home Ministry.

Its secretary-general Datuk Abdul Rahim Mohd Radzi said the triad groups had 40,313 members nationwide and their activities range from drug trafficking to murder, extortion, vehicle repossession and gang warfare.

He told a press conference here yesterday that the majority of members were Indians (28,926) followed by Chinese (8,214), Malays (1,923), Sarawakians (921) and Sabahans (329).

The gazette which took effect on Wednesday was made under a provision of Section 5 of the Societies Act 1966 (Act 335) which gives the Home Minister the authority to declare a society unlawful.

"It provides for the arrest and prosecution of people who use the names, symbols and premises of the gangs or identify themselves as members," said Abdul Rahim.

Among the most active triad societies named is Gang 04, an Indian-majority group whose 5,440 members in Kedah, Penang, Johor and Kuala Lumpur are known to be involved in drug pushing, extortion, car repossession and crimes involving firearms or dangerous objects.

Abdul Rahim said the others included Gang 08, believed to be formed in the 1970s in Kuala Lumpur and Selangor, and Double 7, set up in November 2005, which now has 1,053 members in 28 locations throughout the peninsula.
Abdul Rahim said that some of the recent shootings could be related to the gangs.

He said the police would investigate if there were foreigners, students or politicians supporting triad activity.

He said that some of the gangs used legitimate businesses to make and launder money.

"Double 7, for example, ran food premises and entertainment outlets and sold merchandise bearing their triad symbol ... they all want to make quick money," added Abdul Rahim.

Bukit Aman gambling, vice and secret societies division chief Senior Asst Comm Datuk Jalil Hassan spoke on the hold that secret societies had on some people.

"A long time ago in Sarawak, they (triads) even controlled the prices of eggs and sugar in Miri and Sibu and caused a disturbance to public order there," he told reporters.

He also said the symbols of the 49 triad organisations would be unveiled by the Inspector-General of Police later.

SHOOTINGS RETURN: Family watches in HORROR as man gunned down in temple

KOTA TINGGI - A man was shot dead at point-blank range while praying with his wife and children at a temple near Gelang Patah last night.K. Jaganathan, 37, who had eight criminal records, was gunned down before his horrified family and onlookers about 7.30pm.

Initial police investigations revealed that earlier, the gunman had arrived on a motorcycle ridden by an accomplice outside the temple in Taman Nusantara.


He walked into the temple and upon confronting Jaganathan, fired several shots in the direction of the victim and escaped on the motorcycle.


Johor police chief Datuk Mohd Mokhtar Mohd Shariff said the victim, from Taman Universiti near Skudai, was sent to a nearby clinic but died upon arrival. He said the body was sent to the Sultanah Aminah Hospital in Johor Baharu.


"More than two hours after the shooting incident, the police detained a suspect in his 30s, in Gelang Patah to facilitate investigations.


"A task force headed by acting state CID chief, ACP Azizan Anan, has been set up to investigate the killing.


We are also in the midst of intensifying 'Ops Cantas' to track down those involved," he told reporters here today.


It is understood that Jaganathan was previously detained under the Emergency Ordinance at the Simpang Renggam prison. He was also believed to have been linked with a secret society. – Bernama

Former air force man shot thrice in head

IPOH: A former TUDM air traffic controller was shot dead at point blank by a gunman here this morning.

Ipoh police chief Assistant Commissioner Sum Chang Keong said in the 7.15am incident, S. Jambu Keshan, 39, was taking some items from his Perodua Kancil near his father's restaurant in Taman Rishah.

He said two suspects in a Toyota Vios arrived at the scene before passenger got out and fired three shots towards the victim.


"Police recovered three spent 9mm shells and a slug at the scene," he told reporters today.


It is learnt that Keshan who retired from the force five years ago was shot thrice to his head.


Sum said relatives brought the victim to Hospital Raja Permaisuri Bainun for treatment but he was pronounced dead on arrival at the hospital.


Keshan, whose last rank was laskar udara kanan, retired after completing his contract and was helping to run his father's restaurant.

Police confirm slain ex-RMAF man was gang boss

IPOH, Sept 2 — Police today confirmed that the former Royal Malaysian Air Force (RMAF) personnel shot dead here yesterday was the Batu Gajah chief of Gang 36.


Perak CID chief Datuk Mohd Dzuraidi Ibrahim said investigations revealed that S. Jambukeshan, 39, was shot dead following a quarrel among three secret societies, namely the 36, 04 and 08 gangs.


“The fight was apparently over control of drug trafficking areas,” he told reporters after the ceremony where Perak CPO Datuk Mohd Shukri Dahlan handed over duties to his successor Datuk Acryl Sani Abdullah Sani at the Perak Police headquarters, here.


Jambukeshan was gunned down at 7.15am as he was removing goods from his car in front of a restaurant in Taman Rishah, Silibin. The father of three died while being rushed by family members to the Raja Permaisuri Bainun Hospital.


Mohd Dzuraidi said police knew who the two suspects were and did not rule out the possibility that more than two people were involved.

“We are confident of arresting the suspects although they were wearing face masks and the windscreen and windows of the car they used had a dark tint,” he said.

Mohd Dzuraidi the police had recorded statements from two witnesses at the scene of the shooting. — Bernama

Cops detain four men who forced girl into performing oral sex

KUALA LUMPUR - Four men, three of whom are Gang 08 members, were arrested after forcing a 19-year-old girl to perform oral sex on them at a hotel in Brickfields.

The girl, believed to be a friend of one of the men, had been tricked into going to the hotel and was not allowed to leave until she gave in to their demands.

City CID chief Senior Asst Comm Datuk Ku Chin Wah said the girl, after leaving the room, contacted the police who raided the premises.

"We arrested the men, all in their 20s, and later discovered that
three have Gang 08 tattoos," he said at a press conference at the city police headquarters yesterday.

City police chief Senior Deputy Comm Datuk Mohmad Salleh said that along with these, 11 other men sporting various gang tattoos have been nabbed by police since Bukit Aman publicly exposed the symbols and logos of underworld gangs recently.

The apprehended gangsters are mostly from Gang 36 and Gang 08.

"Along with these arrests, we have seized various weapons such as parang and knives, as well as forged passports and other items.

"We also recovered watches and cameras which could be stolen goods," he said.

"The arrests are part of the ongoing crackdown on crime, codenamed Ops Cantas Khas," he said. Police have so far screened 7,153 people, and 262 of them have been arrested.

Earlier, SDC Mohmad witnessed the "handing over of duties" ceremony between outgoing city police management chief Senior Asst Comm Datuk Dr Chai Khin Chung and his successor Senior Asst Comm Datuk Aidi Ismail.

NIBONG TEBAL, Malaysia - A restaurant owner cheated death in a shooting incident at Bukit Tambun near here.

The 43-year-old was fired at four times along Jalan Kendi in the Taman Merak Business Centre but only one shot hit his chest.

State CID chief Senior Asst Comm Mazlan Kesah said the man was about to alight from a Ford Lynx car when he was fired at by one of two suspects who rode by in a Honda EX 5Dream motorcycle.

The man, whose name has been withheld for security reasons, was alone in the car when the incident happened at 3.15pm yesterday.

Apparently, the man is the owner of a restaurant in Taman Kasawari in Simpang Ampat, where six customers were injured during an earlier shooting at the premises on Aug 23.

SAC Mazlan said the restaurant owner was rushed to the Seberang Jaya Hospital for treatment, adding that both the suspects fled the scene on a motorcycle, which bore a false number plate.

"They abandoned the machine along Jalan Perindustrian Bukit Minyak, about 5km from the crime scene after the motorcycle broke down.

"They then escaped in a car," he said.

SAC Mazlan said a police forensic team found four bullet casings at the crime scene.

He said the case is being investigated under Section 307 of the Penal Code for attempted murder.

SAC Mazlan urged eyewitnesses or those with information to call the nearest police station.

KUALA LUMPUR: Gang 36 was originally made up of Chinese members before it was taken over by Indians to become one of the most feared secret societies in the country.

The gang’s evolution has been attributed to the growing reluctance of its Chinese founding members to get involved in the “nitty-gritty” of organised crime.


“Tired of getting their hands dirty, they recruited Indians to do it,” said a crime expert who declined to be named.


After some time, the Chinese gangsters were outnumbered by the Indians and before long, it was being seen as an Indian gang. But that is not completely true as most gangs in Malaysia have a racially diverse membership,” he said.


The expert said there were still Chinese members in Gang 36, but they played a more passive role as “investors”. They pour money into the gang to fund its activities which allow them to double their money.


“Most of the time they would have legitimate jobs like in real estate.”

Three teens nabbed over shooting of restaurant owner

GEORGE TOWN - Three suspects, said to be in their teens, have been nabbed in connection with the shooting of a 43-year-old restaurant owner who is now in a coma at the Penang Hospital.

The three were picked up at separate locations in Bukit Mertajam shortly after the shooting at Jalan Kendi in the Taman Merak Business Centre in Bukit Tambun, about 16km away.

Acting on a police tip-off, Penang police chief Senior Deputy Comm Datuk Abdul Rahim Hanafi said the suspects were said to have stolen the motorcycle used in the shooting.

"We believe they could shed light on Wednesday's incident. We need to know how the stolen motorcycle could have ended up in the wrong hands which used it for the shooting.

"We have since obtained a seven-day remand order on them," he said when contacted.

SDCP Abdul Rahim added that the victim's condition is critical.

A family member said he had requested to be warded at the Penang Hospital before he slipped into a coma.

South Seberang Prai OCPD Supt Shafien Mamat said police are investigating whether the victim had any links with triads.

He said the suspects fled the scene on a motorcycle which bore a false number plate.

Police later found the machine abandoned along Jalan Perindustrian Bukit Minyak, about 5km from the crime scene, he said.

The victim is said to own a restaurant in Taman Kasawari in Simpang Ampat, near Nibong Tebal, where another shooting had occurred more than two weeks ago.

In the Aug 24 incident, six men seated outside the shop escaped with their lives when unknown assailants on a motorcycle fired random shots at them.

The shots hit the victims in the legs and buttocks.

They were rushed to the nearby Sungai Bakap Hospital, where their condition was later reported to be non-critical.
