*67. Mr Pritam Singh: To ask the Minister for Transport whether the Ministry will consider reviewing the COE bidding system for goods vehicles and buses to alleviate the costs of doing business for small businesses and SMEs.

Again Vichy WP has failed to ask the PAP regime to review the COE bidding system for SMALL CARS!


The COE for Small Cars has burst the $90K barrier and is soon reaching the $100K and far, far beyond. It affects ordinary workers and common citizens as most can only afford small cars and most aspire to own one as public transport sucks.


Instead of slapping the PAP for the Small Car COE fiasco, Vichy WP is now slapping the PAP for goods vehicle and buses COE and for all their businessman towkays???!!!


Again, Vichy WP stubbornly and inexplicably refuses to speak up on the rise and rise of Small Car COE and voicing up the hardship and suffering of every worker and citizen.


Instead, Vichy WP again chooses to stand up for their towkay businessman and slap the PAP to review COE bidding system for only goods vehicle and buses so that these towkays can continues to make more money while ordinary workers continue to suffer and pay and pay.

If the rising COE eats into the operating cost of the small businesses and SMEs, they might increase the price of the goods and services they provide to the public. End of the day, public will have to pay more. So do you think it is a valid question to ask?

That may be correct if we assume that all the towkay businessman will pass the savings to the consumers instead of putting all the profits into their pockets so that they can bid for more COE Small & Big Cars for personal consumption.


Btw, the so-called savings on one COE for goods vehicle is merely $60K for 10 years, ie $6k per year. How much can they add up to their operational cost? How much savings can they pass on to the consumers? 1 cents or 2 cents?


The saving is peanuts to the towkay businessman who are running the businesses compared to the $100K ordinary workers have to fork out just for a piece of COE paper.


Vichy WP should have spoken up for ordinary workers who would have benefited tremendously than that of towkays.

By asking the PAP regime to review the COE for goods vehicle and buses so that towkay businessman can make even more money, Vichy WP will ultimately cause the quota number of COE for goods vehicle and buses to increase.


This increase will be at the expense of the quota number for other vehicle category, most likely from the Small Car category. This will further stimulate and accelerate the COE price for the Small Cars category.


Hence, by slapping the PAP for not allowing the towkays to make even more money, Vichy WP is asking for the COE price for Small Car to rise even further, making it even more beyond the reach of ordinary workers.


Vichy WP should stand up more for WORKERS and not for the towkays.

The COE quota for Small Cars every month has PLUNGED from 1239 in July 2012 to 786 in Jan 2013 (36.6% plunge). It will further plunge to 667 (another 15% plunge) in Feb 2013 till July 2013.

In one year, the COE for Small Cars has plunged from 1239 to 667…..almost 50% PLUNGE !!!!


But the COE quota for goods vehicle has increase from 319 in July 2012 to 360 in Jan 2013 (12.9 rise). It will further increase to 451 (another 25% rise) in Feb 2013 till 2013.

In one year, the COE for Goods Vehicle has increased from 319 to 451…over 40% SURGE!!!


So more towkay businessman can make more money at the expense from ordinary workers who are made to pay even more COE premium for less COE cert.


Yet, Vichy WP continues to speak up for the towkay businessman, slapping the PAP regime to force them to release even more COE for Goods Vehicle. But Vichy WP eunuchs maintain total silence on COE for Small Cars which are draining the resources of ordinary workers.


These eunuchs should be stand up and speaking up for ordinary workers, demanding the PAP regime to review the COE for Small Cars, and not that of Goods Vehicle.


PAP and Vichy WP are so busy competing with each other to suck up to their towkay businessman, and releasing ever more COE on Goods Vehicle. Meanwhile, the COE quota for Small Cars continues to plunge and plunge while both PAP and Vichy WP continue to ignore and forget the suffering of ordinary workers.

Goods vehicles are "necessities" used by people who run businesses, big and small.
The aircon service companies, the delivery companies, food catering companies... all the Renault Kangoos or Opel Combos you see on the road. Some even use it as car, there is a lady who use this as a home. I wouldn't generalise them as "towkays".

Cars - big cars or small cars - are not in the same league. Many businesses cannot do without a transport vehicle, whereas car owners do have an alternative of taking public transport.

It is commendable that Workers Party do take care of a wide spectrum of the voters, because it is not only workers who vote for them.

Anyone who is unhappy about the ever-escalating COE premiums for Small Cars should forget about voting for Vichy WP since they stubbornly refuses to speak up for ordinary workers and average citizens, but only for towkays.


Supporters of Vichy WP are arguing that by supporting rich towkay businessman to buy more goods vehicles at cheaper COE premium so that they can make more profit. After that, if they are kind and generous enough, the towkays will then rebate that savings of 1 cents or 2 cents back to consumers.


This is exactly the same logic when Vichy WP demands the PAP regime to import more cheaper foreign workers to replace Singaporean workers. So that rich towkays can make even more profit and pass back some spare change to the consumers.


Again, the “Workers” Party is anything but about workers….It should be renamed the Towkays’ Party.
